DETAINED MUNICIPAL TREASURER UTILIZED VERY WEAK INTERNAL AUDIT DEPARTMENT—-JAFFARI BASSAJABALABA

Bushenyi district chairman Jaffari Bassajabalaba has revealed that all the corruption problems at Bushenyi Ishaka municipality are as a result of weak audit department since 2010 when the municipality started.
Jaffari noted that he was for 5 years the chairman Bushenyi district public accounts committee where the audit queries for the Municipality are answered from.
He added that what he can observe is that the audit department which used to be led by Oswald Timbitwire and was replaced by Geofrey aka Kirahuri, explaining that none of the two was strict on the treasurer and Engineer.
Jaffari revealed that the detained treasurer Muhwezi Beyendeza utilised the very weak audit department to commit all the mayhem.
Today is the 8th day since Beyendeza the interdicted Treasurer was held by Bushenyi police on charges of emblezzlement ,Forgery and other cases that the police are still investigating him over.
Jaffari added that he is also facing the same problem at the district where the current auditors are not doing their job whereas the best ones were fought and exited.
He gave an example of the current chief finance officer of Rwampara district Mr Santino who was heavily fought not to become chief finace officer for Bushenyi district adding that to him he was the best internal auditor.
He said that also Bushenyi had the best internal auditors like Mr. Felix Magyezi the current Head of internal audit Mbarara University and Deputy Auditor general of Uganda Mr. Mbahoone.
Jaffari observed that the above would make reports questioning the expenditure of the district chairman, CAO and other politicians but the current ones are very weak noting that it is why the district and Municipality are facing financial problems.
