BY SRYVIA KUGONZA
IN KABAROLE—
The Public Procurement and Disposal of Public Assets Authority-PPDA is concerned about failure by districts to implement its recommendations. PPDA is the regulatory body for public procurement and disposal in Uganda set up by an Act of Parliament in.
Meeting Kabarole district leaders as part of activities of the anti-corruption week, Lydia Kweriga, the Western Region PPDA Manager says that the authority carries out audits and compiles several reports, but their work is being frustrated by failure to implement the recommendations, which she says affects the procurement system.
Kweriga says that some of the recommendations that are never implemented include recovery of funds, blacklisting companies and disciplinary actions against implicated officials.
Kweriga also said that districts to report cases of shoddy works to the authority.
Kweriga also said that PPDA faces other challenges such as collusion of bidders, loss of bidder trust due to corruption allegations in the procurement process and poor accountability of funds by sub county chiefs
