DRAMA AS RUKUNGIRI DISTRICT OUTGOING CAO BYAMUNGU , RDC EXCHANGE BITTER WORDS AT HANDOVER

It was drama at Rukungiri district headquarters on Friday January 28th 2022 as the Rukungiri Resident District Commissioner (RDC) Nsubuga Bewayo Stephen blasted the outgoing Chief Administrative officer Byamungu Elias.
Nsubuga was officiating at the handover ceremony of outgoing CAO Byamungu Elias and welcoming the new CAO Hajji Wasswa Masokoyi at Rukungiri district headquarters.
The function was attended by the District chairperson, DISO, DPC, Mayor and Town Clerk Rukungiri Municipality, all district councilors, heads of district departments, sub county chairpersons from all sub counties and town councils among other invited guests.
The outgoing Chief Administrative Officer Byamungu narrated that being a good leader doesn’t mean focusing on minor issues within your area of jurisdiction for the successful of your leadership.
Byamungu described such leaders as little men with little minds adding that they don’t focus on major issues that are strategic for the success of the district.
The statements seem to have angered the Resident District Commissioner Bewayo who opposed the CAO’s argument explaining that every public fund should be accounted for regardless of its wait.
From the statement of the outgoing CAO Byamungu, RDC Nsubuga confirmed that this is where misunderstandings with him always emanated from citing an example that a whistle blower raised on how money meant for Rwerere town council was misallocated and he condemned such acts being done by leaders who pretend to be innocent in public yet they’re not.
Nsubuga added that Byamungu has been blackmailing his name in public to be behind his transfer explaining that he personally believes that transfers are normal and can be done at any time.
Meanwhile Byamungu was transferred to Hoima city and will been replaced by Masokoyi Wasswa who has been serving in the same capacity in Amudat district.
Byamungu served in Rukungiri district for two and seven month and his transfer comes at a time when he’s just two years and 10 months to his retirement.
