EXPOSED: KABALE LCI, II C/PS CHOKING ON DEBTS, FINISH ALMOST TWO YEARS WITH NO PAYMENTS

LCI and II Chairpersons in southern division kabale municipality have protested against non-payment of their salary arrears by Ministry of Finance.
The leaders contend that they have never received any salary payment ever since last financial year 2018/19.
According to Section 51 of the Local Government Act, “members of the executive committee and councilors will be part-time and shall be paid allowances in accordance with the First Schedule to the Act, with no monthly salaries, allowances or advances”.
All the LC1 chairpersons who were officially elected into power want the government to settle their salary arrears starting with of August last year to date.
Statistics from the Electoral Commission indicate that Kabale Southern Sub County is made up of over 21 villages and 4 parishes which include Karubanda, Kirigime, Mwanjari and Rushaki ward.
The Kirigime ward southern division kabale municipality Chairperson LC2 Hamiss Salongo said that municipal authorities should expedite the process of remitting their monthly stipend as he is failing to cater for his family.
Speaking in the southern division Budget conference, LC1 chairperson Kamukira village in southern division identified as Naris said LCI chairpersons survive from hand to mouth like any other member of the community, adding that government should consider paying them monthly stipends to motivate them to do their work well.
“I think if government wants to fight corruption, they should start paying LC1 chairpersons because some are charging unnecessary fees and fines because they are living on peanuts,” he added.
While Speaking to journalists after the division budget conference last month, the southern division LC3 chairperson Macklin Batware said that the division government scheduled payment of LC1 Ex-Gratia in the 2019/2020 Financial Year.
Batware added that the grudges and scandals which were between the town clerk and division councilors led to unfulfilling, allocating and paying of chairpersons salaries.
