FIVE KABALE SCHOOL HEADS DEMOTED OVER PLE POOR PERFORMANCE

The directorate of education in Kabale District has transferred 112 primary school head teachers, deputies and teachers
This effort, officials say, is intended to improve the academic performance in public primary schools.
In the shuffle, a total of 36 head teachers and deputies as well as 76 teachers were transferred.
5 of these were demoted from being head teachers to classroom teachers over poor performance in the recent released Primary Leaving Examinations, whereas others were accused of mismanaging government funds.
Those that were demoted are Benias Akankwasa of Nyabitabo Primary School, Julius Rwambuka of Kagina Primary school, Christopher Muheki of Kabere Primary school, Augustine Kapakazi of Nyabyondo primary school and Henry Barigaba of Rusikizi primary school.
Edmond Ntimba the Kabale district acting Chief Administrative Officer describes the move as a normal process and is in line with the civil service standing orders designed to improve service delivery in schools.
He says that some of the head teachers and teachers had overstayed in some schools so there was need to transfer them.
Kenneth Sabiti Baabo the District Education Officer (DEO) said the demoted school heads had performed poorly over the past four years despite signing performance agreements committing to produce better results.
The agreement dictates that each head teacher must produce at least three pupils in Division One annually and register no ungraded pupils.
Darious Nandinda, the Kabale Resident District Commissioner said that they will start touring all primary schools on a fact finding mission to establish the reasons for the poor performance.
One of the head teachers who spoke on condition of anonymity blamed the poor performance to poor working conditions at the schools and the failure by parents to provide scholastic materials for their children.
