GEN. SALIM SALEH VISITS KAYIHURA IN PRISON

Gen Salim Saleh met the former Inspector General of Police Gen Kale Kayihura, in detention at Makindye Military Barracks.
Gen Saleh, who is President Museveni’s brother and presidential adviser on Defence Affairs, met Gen Kayihura on Tuesday last week but it was kept under wraps. What the two Generals discussed was not readily established.
However, security sources said during the meeting, Gen Saleh asked Gen Kayihura to explain his alleged links with a “neighbouring state” and the spate of crimes, especially killings and kidnaps that surged to epidemic proportions in the country during his reign as police chief.
This information could not be independently verified as no other security official was willing to speak on the matter.
Sources also said the Security minister, Gen Elly Tumwine, and the Chief of Military Intelligence, Brig Abel Kandiho, had also met Gen Kayihura at Makindye before Gen Saleh went there.
The sources said Gen Kayihura had refused to talk to or be interrogated by junior army officers.
Gen Kayihura is currently detained at the residence of the commandant of Military Police at Makindye army barracks.
He was arrested from his country home in Kashagama in Lyantonde District on June 13.
The army spokesperson, Brig Richard Karemire, refused to comment on why Gen Kayihura has spent over two weeks in detention without trial.
When he was pressed further, he replied: “No comment”.
Sources say Gen Kayihura is only allowed to step at the verandah of the house where he is being detained but has access to television and newspapers.
“He watches television and he is also allowed to step outside and stand or sit at the verandah,” the source said.
Military sources say Gen Kayihura’s relatives take him food but are not allowed to talk to him in privacy.
Military guards inside and outside the detention house keep tight watch to ensure limited interaction with family or other relatives.
Last week, Gen Kayihura’s wife, Ms Angella Kayihura, said in a statement that the family had unfettered access to him after some people claimed the former police chief was being held incommunicado.
President Museveni sacked Gen Kayihura in March this year and elevated his deputy Mr Okoth Ochola to replace him.
Gen Kayihura had served for 13 years. The President later said the changes in the police leadership were intended to clean up the force which he said had been infiltrated by “weevils” (criminals).
