GHOST HEALTH CENTER III DISCOVERED IN KABALE, RECEIVED DRUGS FOR A YEAR

Some leaders in Kabale district are demanding for investigations of a ghost
health centre III in Kabale District reportedly to have been receiving drug
allocations from government.
It’s alleged that the drugs meant for Buhara Health Centre III, a
non-governmental organization run by Kabale Diocese, has over the years
been sent to a non-existent health centre using the same name.
The officer-in-charge of Buhara Health Centre III run by Kabale Diocese,
Tarsis Byomugabe, says that drug allocations started reducing in the last
quarter of Financial Year 2013/2014 and the situation worsened in 2016.
He says that when the problem reached the climax, they reported the matter
to Kabale district health officer, who forwarded the issue to the Ministry
of Health (MOH), which said that the problem came as a result of having two
NGO health centre IIIs with similar names.
Byomugabe says that before the reduction, the facility was getting 3.6
million shillings per quarter for primary healthcare drug allocations, but
now it has reduced to 829, 845shillings for the October-November-December
2017 quarter.
He also says that for the last six months the facility has not received
drugs from Joint Medical Stores (JMS) after JMS indicated that they would
not honor their requests for drugs until the issue is resolved.
He adds that the facility depend on handouts from other facilities such as
Buhara Health Centre III, Maziba Health Centre IV, Kabale District stores
to be able to offer health services to patients.
The acting Kabale District health officer, Sr. Immaculate Mandela, says
they know only one Buhara Health Centre III operating as a private health
centre under the Uganda Catholic Medical Bureau owned by Kabale Diocese and
another one owned by government. She adds that the other one using the same
name in is a ghost and it should be investigated.
The Deputy Chief administrative officer Kabale Anselm Kyarigonza says that
the office of Resident District Commissioner should order Criminal
Investigations and Intelligence Department (CIID) at Kabale police to carry
investigations into the matter to establish the signatories of the ghost
health centre.
The Kabale District Internal Security Officer, Ronald Kashaija, says that
the office will investigate the matter to establish people who have been
swindling government money.
