GOVERNMENT TO SACK CAOs OVER INCOMPETENCE

Tom Butiime the Local Government minister said that the government has finalized plans to sack all the Chief Administrative Officers (CAOs) over the perseverance Incompetence that has affected service delivery in the districts.
Butiime revealed this during the Kabarole district leaders’ conference held at Kitumba district headquarters on Tuesday.
He revealed that government is angered by the CAOs who have neglected the supervisory and monitoring work to the district chairpersons who are already overwhelmed by the responsibilities.
The minister said that according to the Local Government Act, the Chief Administrative Officer is a Permanent Secretary charged with the responsibility of accountability of the funds disbursed in the district, supervise government programs, heads of departments, mentor the staff and monitoring NGOs and government projects but to the disappointment, they only sit in office to account for funds.
Minister Butiime revealed that the president’s decision stems from the massive destruction of Zoka forest in the districts of Amuria, Adjumani and Omoro by people from Kampala ferrying timber in awareness of CAOs.
He however, commended the district chairperson for the leaders’ conference innovation that brings together different leaders and stakeholders to give them accountability of the completed projects,
plans for the next F/Y and the challenges encountered.
Butiime noted that many districts are performing badly in terms of service delivery and accountability.
