IGG INTERDICTS NTUNGAMO DISTRICT WATER OFFICER AS WELL AS SENIOR INTERNAL AUDITOR

The Inspectorate of government has ordered the Ntungamo district chief administrative officer to interdict the acting Ntungamo district water officer and the district senior internal auditor to investigate mess in contract management and shoddy works on a water project and several roads infrastructure.
The Deputy Inspector General of Government Ms Anne Twinomugisha Muhairwe identified the acting Ntungamo district water officer as Mr Dismus Tumushangye and the district senior internal auditor Mr Ezra Kwesigamukama
In a letter which was seen by dated May 25 2023 to the chief administrative officer Ntungamo, the Deputy Inspector General of Government Ms Anne Twinomugisha Muhairwe instructed that the two should be interdicted as they investigate diversion of public resources and shoddy works on four roads.
The inspectorate of government is conducting investigations into matters related to diversion of public resources and shoddy works that were satisfied by officials of Ntungamo district local government.
The letter which was seen by our news reporter preliminary investigations has established that in the financial year 2021/2022, Ntungamo district planned to construct three Ferro water tanks at Ruyonza seed school, Rwebirere- Ruhara and Ngoma Church of Uganda. The water tank for Ngoma church of Uganda was diverted and constructed at the home of Mr Benon Bihungu, a businessman in the area.
The letter further specifies that while the tank was supervised by Mr Tumushangye, it was fraudulently certified by Mr Kwesigamukama who indicated that the tank was constructed at its planned location.
They are also charged with poorly presiding over poorly executed contracts on three roads in the district in contravention of the bills of quantities.
IG says were shoddily done on the roads 14Kms Kagarama- Rukarango- Rwamabondo, 25Kms Omungyenyi- Kagugugu- Kashanda and Kabagyenda- Kanyomozi- Rwakakoko- Nyaburiza- Rwera.
Part of the letter that was seen by our report shows that there is a prim facie case against the two officers and their continued stay in office while investigations are ongoing will affect the investigations.
The purpose of this communication, therefore, is to direct you to immediately interdict Mr Tumushangye Dismus, acting district water officer and Mr Kwesigamukama Ezra, Senior Internal auditor and the Senior Internal auditor was also arrested on Thursday.
The IG is still in Ntungamo district investigating several corruption allegations from all district departments in a move to reduce corruption tendencies.
Ms Muhairwe told our reporter on Thursday evening that there are several cases being investigated and at the end of the investigations there may be a chance to have some light in addressing mismanagement and impunity in the Ntungamo district employees.
