Minister of State for Finance David Bahati recently dispersed a football match at Katwaro in Rubaya, where two teams were set to have a final match between Rwanyana and Rukore parishes.
A police patrol vehicle was stationed in the Katwaro playing field the entire day.
Two youth leaders; one Adam Nkwasibwe and Alex Busobozi a health and Sanitation officer spent the night in Ryakarimira Prison for allegedly refusing to work and politically support Bahati.
The final match had been a culmination of football match competitions which the youths have been happily engaged in for the last 4 months.
Nkwasibwe reportedly said that he and his friend never recorded statements before they were locked up in freezing rooms of Ryakarimira Prison for the night.
They allegedly said they were imprisoned under the orders of the Rubaya Chairman LC III Enock Kazooba.
On the morning of the 30th December the OC station Katuna rounded up the youth and was heard telling them that Minister Bahati had a planned function in the neighboring parish and their final competitions could not go on.
The OC reportedly said that the Minister Bahati was travelling to Rubaya and did not want to be socially interrupted, causing the match to be called off.
It is alleged that the Minister himself, while at a baptism function that he attended, was overhead saying that he was the State.
Residents were seen hastily walking away from trading centres to the safety of their homes, at a time they were supposed to enjoy a game of football, a nice sunny but cool afternoon.
Others were seen talking in small groups in hashed tones discussing how a Kampala phenomenon ended up at their doorstep.
It’s widely believed that the behavior by the state minister of State for Finance was caused by the invitation of Dr Gideon Rukundo Rugari, who was born and raised at Katwaro, less than a Kilometre away from the said football pitch.
Dr. Rukundo seems to be expressing interest to contest in the Ndorwa West Parliamentary seat come 2021 and sponsored the match as part of his consultation of the constituents.
The youth managed to stage a demonstration and walked from Ryakarimira Township to the late F. J. Rugari’s home, four kilometers away where Dr Rugari addressed them.
He asked them to be calm and keep the faith until their freedom is restored by good leadership in Ndorwa and Kabale at large.
Besides the interest expressed by Dr. Rugari, Simpson Mpirirwe who used to master mind Bahati political campaigns has also expressed interest for Bahatis seat. So the two aspirants and others that may surface are the reason the minister has been thrown in panic to fight and retain his seat in the forthcoming parliamentary polls.
But local political analysts say that it wont be a safe ride for Bahati who could only be kept political afloat because of his financial muscle and state intimidation. It is still said that even with the money and state, one has to have campaign agents and planners to implement agenda which Bahati may not have.
The DPC Kabale Kahebwa when raised to comment on the matter did not pick his calls. Bahati could as well not be reached as his phone was switched off.
