KABALE CAO SENDS BACK HOME CFO, NATURAL RESOURCES COORDINATOR 96 OTHERS FOR LATE COMING

Kabale Chief Administrative Officer Abert Matsiko Mutungwire has for
the third time blocked a number of civil servants from accessing their
offices at the district headquarters for reporting late to work.
Mutungwire has manned the District’s main gate on today morning, and
sent back about 98 workers who arrived after 08:15am, saying that
reporting late for work contravenes public service regulations.
In July and August last year, Mutungwire conducted the same operation
and turned away over fifty workers. According to the public service
code of conduct, civil servants are required to report to office every
day at exactly 8am and retire at 5pm with a break between 12:45 and
2pm.
But Mutungwire says that although he became lenient and added more
fifteen minutes for them to have reached office, they continued with
their habit of late coming and leaving early.
Those who were sent back for late coming include the Rogers Akatwijuka
the Natural resource officer, chief finance officer Julius Mujuni,
James Turyimuka the vector control officer, Ketty Kasisi the inspector
of schools, Principle Internal Auditor Lawrence Bitwiromunda, Vastine
Beyendera the Principle inspector of schools, senior lands management
officer Rogers Ngabirano.
By stipulated time, out of about 128 headquarter staff members, only
thirty were in office. Mutungwire says that he will write to all the
late comers and they must appear to the District Service since they
declined to respond to oral warning.
The Kabale District Chairperson, Patrick Besigye Keihwa says that
habitual late coming of civil servants has been affecting the smooth
running of service delivery in the District. He also said that as
district executive committee they will seat and have habitual late
comers punished.
Keihwa says that the District is also in a move to start motivating
civil servants that respect time by giving those prizes and giving
them an opportunity to attend some courses.
