KABALE CAO TIBUGYENDA ON FIRE OVER UG.230M CONTRACT

The Kabale district Chief administrative officer; Wilson Tibugyenda is
under fire from councilors over the award of 230 million shillings
tender for the construction of Kakomo Health centre III to Geses
Uganda limited; a firm that was blacklisted by the district
council.
The councilors say that the 2015/2016 financial year, council
unanimously resolved that Gueses Uganda limited be blacklisted by the
Public Procurement and Disposal of Public
Assets Authority (PPDA), after the firm was accused of incompetence in
executing district projects, especially Karorwa water project in
Bukinda sub county now in Rukiga district.
The Chairperson Health and Social services committee; Julius Barusya says that during their sector committee which sat on 12th December this year, they received information that Gueses Uganda Ltd had been awarded with contract as a sole bidder. He also says that the contracted was a warded at 230 million shillings yet the district had budgeted for the project at 200 million shillings.
The Kyanamira sub county district councilor; Pius Rwakimari wants the
award cancelled to allow other competent bidders come on board. He
wants Tibugyenda to explain how the contract was awarded the company that was blacklisted by the district council.
The Kabale district council speaker; Loy Zikampereza says that she has
instructed the district executive committee to investigate the process
through which the company got the award and report to next council.
However, Tibugyenda argues that the tender has not been awarded. He further says that when district advertised, it’s Gueses that picked the bills of quantities adding that they are in touch with PPDA authority to be guided for the way forward.
