KABALE MUNICIPALITY MP BITTER ABOUT DELAYED CITY BOUNDARY CONSULTATIONS

KABALE
The Kabale Municipality Member of Parliament hon Dr Nichols Thaddeus Kamara has expressed concern over delays in consultations about Kabale city boundaries.
Kabale Tourism city was among the 15 Cities that cabinet approved in May 2019,
In the first lot, Arua, Gulu, Jinja, Fort portal and Mbarara were elevated to city status, in the second cohort, Hoima and Mbale were elevated in 2021, while Lira and Entebbe will be in the third lot of elevation.
Others areas marked for elevation were Nakasongola, Moroto, Masaka, Soroti, Kabale and Wakiso.
According to the authorities, Kabale City boundary consultations will be made in 2025.
Addressing journalists at Kabale Capricorn hotel, the Kabale Municipality Member of Parliament said creation of a city is not like creation of a cell and it has a lot of implications on resources, new laws and by-laws and creation of new constituencies.
He adds that the public needs to know the implications of the elevation of Kabale Municipality to city status
Kamara added that he is very worried that consultations have been pushed to 2025.
“The consultations should have started yesterday, and since they didn’t start yesterday, they should start now” He added
He added that it’s so unfortunate that the proposed Kabale city boundary has three sets of boundaries and among them are:
The Bahati boundary that has Northern Division and southern Division.
He pointed out loopholes in the Bahati boundary noting that it left out the whole southern Division yet it is part of the current Kabale municipality.
According to Dr Kamara, Bahati’s boundary covers Kitumba, along the Road up to Katuna leaving out Nyakyijumba, Muyumbu, Kagora, Konyo, and Kabuura
The second version is the Keihwa version where the whole District was transformed into a city.
He questioned whether the new council had discussed it, accepted it, and approved it since the Keiwa version was in the old council regime of 2016-2021
The third version is Sentaro’s /Kabale municipality version which captures new areas .
Kamara added that places like Lake Bunyonyi, Nyakyijumba, Konyo, shouldn’t be left out.
He further said that he has already written down his questions to the Prime minister and and that he will not rest until consultations start .
