KABALE UNIVERSITY LECTURERS WRITE TO IGG TO INVESTIGATE VICE CHANCELLOR

Lecturers at Kabale University under their Association, University
Professional and Academic Staff-UPASU Kabale Branch has petitioned the
Inspector General of Government (IGG), to investigate the alleged
mismanagement of the contract transfers at the University as it
transits from private to public status.

In the letter dated 6th October this year, the lecturers claim that
the manner in which the contracts were transferred violates section
28(1, 2, 3) of employment Act 2006.

They also noted that there is a gross discrimination exhibited where
some staff have been put on government payroll scale while others
excluded which contravenes section 6 and 7 of the employment act 2006.

pay salary arrears for eight months, benefits and statutory
remittances.

They say that this is against section 43(4c) of the
employment Act. They also say that the state of job insecurity and
poor welfare has left waiting for compliance as per section 76(1, 2)
and sub section 1(a) of the employment Act 2006.

attempts to settle their grievances in vain. He also says that the

The Kabale University Deputy Vice-Chancellor in charge of Academic
Affairs Professor Ezra Mishambi Twesigomwe admits that university has
spent the 8 months without paying staff due to financial constraints.
He says the money was spent while reorganizing the university since it moved
from a private to public institution since July this year. He however
said that other issues the staff are complaining about are invalid.
