KABAROLE LC5 CHAIRMAN ACCUSED OF SWINDLING 60M

The residents of Kicwamba sub-county in Kabarole district are up in arms with the district chairman Richard Rwabuhinga whom they accuse of swindling amount worth 30 million meant for constructing gravity flow water scheme.
The controversial Buhara – Mukonomura water project in Kicwamba sub-county which was contracted to Acram Construction Company limited was funded by Kabarole district council.
The project that kicked off in 2014-2015 according to area local leaders ceased shortly before water was realized.
Joseph Mashuku the Karambi sub-county area councilor argues that Richard Rwabuhinga connived with contractors plus other district officials who swindled the amount leaving residents to suffer.
Mashuhuko who said that the matter is currently at Fort-portal central police noted that 30 million shillings was swindled in financial year 2014-2015.
Another 30million passed in 2016-2017 budgets was also mishandled totaling to over 60 million and nothing has been done.
Joseph Katuramu the local council one Mukonomura zone told us that the gravity water project was supposed to be constructed by the district but was later changed and given to National water and sewerage cooperation without consent of the residents.
The LC1 notes that even the pipes that were laid were later destroyed during the construction of Buhara-Mukonomura-Rwengoma road early this year.
However the reports reveal that police are investigating the district water officer Pius Mugabi, CAO, LC5, and Acram construction company limited who participated in the misuse of the money.
