KASESE CAO TRANSFERS TOWN CLERKS

IN KASESE—
Kasese district Local Government has transferred Town Clerks in a bid
to achieve effective service delivery.
Representing the Chief Administrative Officer, Mathius Difuna, the
district Principal Personnel said Godwin M. J. Bihanikire is now the
Acting Town Clerk for Katwe/Kabatoro town council replacing Moses
Bwambale Asuman who had been the town Clerk for the last 15 years.
Bwambale Asuman goes to Mpondwe/Lhubiriha town council while Eva Biira
Ngene is now town Clerk Hima town council.
He said that the transfers followed the new law as amended by the
Local Government Act and ascended to by the president on 19th
September last year giving authority to Chief Administrative Officers
to cause transfers of urban council staff.
Katwe/Kabatoro town council Chairperson, Kiiza Kagoro pledged total
support to new Town Clerk and asked him to close the gap between the
technical staff and the political leaders in order to register
development in the area.
Katwe/Kabatoro town council located in the Queen Elizabeth National
Park was created in 1995 when Hon. Bidandi Ssaali was Minister of
Local Government.
The residents told this reporter that education, infrastructure,
health and settling the issue of taxes were among the pressing issues
affecting their lives.
In his maiden speech, the new Acting Town Clerk, Godwin M. J.
Bihanikire pledged team work between the technical and the political
wings adding that beautifying the area would be his priority.
An official who spoke on condition of anonymity alleged that out of
the 129 million shillings collected in Taxes during the months of
July and August only 10 million had been reflected on the Bank Account
of the town council
