MASINDI CAO’S OFFICE CLOSED, STAFF MEMBERS ABANDON WORK IN PROTEST

Masindi district LVC chairperson Cosmas Byaruhanga has closed the office the Chief administrative Officer CAO John Nyakahuma and in protest some staff members abandoned offices.
Many offices were seen closed and work was paralyzed for the whole day and according to a source which preferred anonymity the office was closed in morning at around today 7:00 am.
Addressing journalists at his office, Cosmas Byaruhanga the LCV chairperson Masindi district admitted that he closed the CAOs offices to implement council resolution which directed the district chairman to close the CAOs office with immediate effect.
The district council which sat on Thursday last week also resolved to temporarily suspend financial transactions except salary and other agent issues.
However, the Resident District Commissioner Masindi, Godfrey Nyakahuma on Friday last week wrote to the district chairperson warning him to desist from making any attempt to close his office noting that in case an action is taken the district chairman would be held liable individually.
He also indicated suspending expenditures as it had been recommended by the council would frustrate service delivery and tantamount to sabotage of government programs.
But Byaruhanga says according to the local governments act Cap 243 section 13 sub section IV the district chairperson is answerable to the district council but not the office of the RDC adding that he would not desist from implementing the councils directive.
Byaruhanga explained that the district council to come out with such a resolution means they have been provoked by a number of issues which have not been addressed citing mismanagement of money meant for road gangs which he never specified.
Byrauhanga also attributed the whole of trouble in Masindi to the office of the RDC Masindi explaining that so long as Godfrey Nyakahuma is still the RDC Masindi the existing problems will not be solved.
But Godfrey Nyakahuma the RDC Masindi says that for him he has no problem with the district chairman noting that what he wants is the district chairman to follow the law.
One month back members of the district executive and the district speaker Moses Kirya stormed the office of the CAO and attempted to forcefully evict him from his office.
Early this year, the same council attempted to pass a resolution recommending for the RDC’s transfer but it didn’t come to pass after a number councilors objected it.
