MASINDI DISTRICT CHAIRMAN AT THE VERGE OF IMPEACHMENT OVER POOR SERVICE DELIVERY

The councilor representing Masindi central division at Masindi district council Umar Issa Balinda has petitioned the district speaker seeking for voluntary resigning of the chairman or else council impeaches him.
Balinda accuses Cosmas Byaruhanga and his executive of allegedly failing to monitor government programs leading to shoddy works on government projects in the district.
Balinda’s request is contained in a letter dated 23rd September 2021 written to the district speaker Moses Kiirya through the clerk to council.
In copy of a letter seen by our Reporter, Balinda contends that the failure by Byaruhanga and his executive to monitor government projects resulted into shoddy works on the construction of a lined pit latrine at Miduma primary school, renovation of Kihagani primary school staff quarters, embezzlement of government money meant for four bore holes that were never constructed in Kijunjubwa and Kimengo sub counties which were recently discovered by the state minister for economic monitoring Peter Ogwang .
Balinda says the speaker’s permission will enable him to prepare a private member’s motion and be able to table it in the next district council meeting slated for next month.
When contacted on phone, Balinda said that he is not fighting anyone, but he is demanding for the accountability, and better service delivery for the people of Masindi.
Balinda also indicated that Byaruhanga has no time for office since he assumed it.
“I have been visiting his office on a daily basis finding him absent apart from the days of council and when the district executive meetings are to be held,” he explained.
Balinda’s letter is copped to minister Ogwang, the minister for Bunyoro affairs, the district vice chairperson, Resident District Commissioner, Chief Administrative Officer and DISO among other officers.
The district speaker Moses Kiirya who received Balinda’s letter has granted him (Balinda) leave to prepare a private member’s motion for Hon. Byaruhanga Cosmas district chairperson Masindi to show why he should voluntary resign from office before an impeachment motion is brought against him.
“Pursuant to the rule 19(b) of our Standard Rules of procedure, I do hereby grant you leave, and in consideration of rule 19(4), your motion shall come up for mention in the next sitting scheduled for October 28th, 2021,” Kirya replies Balinda.
Efforts of getting a comment from Cosmas Byaruhanga the district chairperson regarding his impeachment were futile by press time since he didn’t respond to our repeated phone calls.
