MASINDI DISTRICT COUNCIL FAILS TO RECOMMEND RDC’S TRANSFER FOR SECOND TIME

Masindi district council has for the second time failed to recommend for the transfer of the Masindi Resident District Commissioner (RDC), Godfrey Nyahuma during a full council which sat on Thursday at district headquarters.
Two weeks back over 200 residents from the nine sub counties of Masindi district petitioned the office of the district council speaker requesting him to bring the matter before the council such that it could recommend for his transfer.
In their petition they accused the RDC of being at the fore front of dividing Masindi district council, protecting corrupt people in the district, using his office to oppress the poor in the interest of the rich, causing disunity amongst NR members, poor working relationship with the district chairperson, fighting development and neglecting his duty.
On Wednesday, Moses Kirya wrote to the RDC informing him on how he was supposed to appear in council to give a response on the accusations lodged against him by the residents.
The RDC adhered to the speaker’s notice and attended the council and defended himself. The motion to recommend his transfer was number 10 on the order paper.
The motion to recommend Nyakahuma’s transfer was read by Kassimu Kabagonza the district vice chairperson also the leader of government business and seconded by Titus Ariyo the secretary for production, Salama Kugonza the secretary for finance and Afisa Karungi the secretary for community services.
Titus Ariyo asked the speaker to dissolve the council into a committee of the whole house to enable the petitioners add a voice to their petition something which was done.
But the RDC dismissed all the allegations saying that they are misplaced, frivolous, and devoid of any merit since the NRM strategic centre of gravity are the people with whom they are paid to serve without any discrimination noting that, that is why his office is full of people all the time.
On the issue of shielding corrupt officials, he stated that he was awarded by Recreation of development and Peace for being a champion in the fight against corruption.
On the issue of recommending for his transfer, Nyakahuma noted that his over staying in Masindi district is not his making saying that the discretion to appoint,and transfer , lies in the hands of the president.
After the RDC’s submission, the petitioners and other members in gallery expected the councilors to debate on the matter such that they would come out with a resolution on whether the RDC must stay in Masindi or not.
But the district speaker, Moses Kirya, told council that he was going to forward the residents’ petition to the appointing authority of the RDCs to decide on the matter something which left the members in space.
However in his remarks Cosmas Byaruhanga the LCV Masindi said that the community outside is not happy with how the RDC is doing his work adding that when the community comes out to complain it means that the situation has run out of hands.
Last year the same council failed to recommend Nyakahuma’s transfer after majority of the councilors supported his stay in Masindi.
