MASINDI RESIDENTS CRITICIZE UNRA OVER DELAYED COMPENSATION

A section of people affected by Kisanja-Para road tarmacking project are in worry after National Roads Authority (UNRA) fails to compensate them for their properties that are going to be destroyed during road works.
The contract to tarmac the over 80 kilometer road was awarded to China Communication construction company that began work mid last year but up to date a number of people affected in Pakanyi sub county, Masindi district say they have not been compensated.
KanaginagiAteenyi, the area district councilor who is also one of the project affected persons says some people were compensated but he was skipped and he had not been compensated despite his properties being valued.
He adds that UNRA was supposed to compensate the affected people this financial year which is ending on 30th this month.
Several residents from Kihaguzi, another nearby village along the road are fearing that their buildings also might be demolished without being compensated claiming that UNRA has released a list indicating that it compensated them yet they have never received any money.
Cosmas Byaruhanga, the district chairperson condemned UNRA’s act of starting the project before fully compensating the project affected people which he termed as unlawful.
However Byaruhanga advised the residents who have not been compensated to write to his office so that he can engage UNRA on the matter.
When contacted on the matter, Luis Byaruhanga, the project focal person admitted that there are residents who had not been compensated by UNRA including Kanaginagi.
Byaruhanga explained that those who had not been compensated had dormant bank accounts which resulted into bouncing of the money when it was banked on their accounts.
He however assured the residents that they will be compensated once UNRA receives money from government.
On Kanaginagi’s issue Byaruhanga revealed that they had not compensated him due to his failure to present his land title to them that he claimed was in the bank.
