Following weeks of sharp rifts among the leaders of Mbarara district and Mbarara City and series of unfruitful meetings between the two parties, yesterday Mbarara City council moved a motion to assume Kamukuzi offices by 1st.Oct.2021.
Taremwa Bamuhaira Ronald a Councilor representing Mbarara City North Biharwe division noted that the properties which Mbarara district leaders are claiming are public entities but not for individuals.
Ronald in his Submission noted that in times when Ankole was still a recognized kingdom, the building which has the office of chairman LCV was the office of Omugabe (King) implying that when one’s tenure is over, he creates space for his fellow.
“Since it has been a norm for many decades why can’t Mbarara City leadership manage those properties” he explained.
Taremwa noted that government is prepared to give Mbarara district a startup capital of 2.7 billion shillings just like other districts which were curved from Mbarara district such as Rwampara, Kiruhura, among others were given money as a startup capital.
“When the central government posted the RDC Mbarara Mbetegyereize Godfery his posting instructions were saying that he is supposed to sit in Bwizibwera implying that the central government well knows that Mbarara district is supposed to be in Bwizibwera” he added.
In his Submittion the city mayor Robert Mugabe Kakyebezi distanced himself from the committee which was constituted by the Minister for local government Hon.Rapheal Magyezi last week in a meeting with stake holders from Mbarara City and Mbarara district at Igongo cultural center that is meant to bring harmony amongst the two parties.
The committee consists of Mbarara City Mayor, Mbarara district Chairman, Mbarara City legislators, and legislators from Mbarara district.
“I even talked to the minister of local government on phone pleading to him that he should select a neutral person who should be the chair of the committee other than Bazil Bataringaya the legislator for Kashari North which is part of Mbarara district,” Kakyebezi added.
Godfery Baryomunsi the former Vice chairman Mbarara district for 9 years in his Submission noted that he was among the team that seconded Mbarara City status so it’s lawful for Mbarara City council to assume Kamukuzi offices as it’s prescribed.
“For the time I have been at the district as a leader I have witnessed some districts leave Mbarara such as Rwampara which left last year and it left in peace ,and so Mbarara City council should occupy Kamukuzi as prescribed in law” he added.
Prisica Mulongo the deputy mayor said that swearing in of Mbarara district leaders took place in Bwizibwera implying that Mbarara district leaders led by the chairman Tabaro Didas know very well that they belong to Bwizibwera instead of Kamukuzi.
“I will personally lead the team on 1st.Oct.2021 to Kamukuzi” she added.
The properties in question include Nganwa hostel that is currently occupied by Generation suites, a Petrol station that is at Kamukuzi yard, building that is rented by MUBs, Building that is rented by UMI, Kakyeka stadium, and king of kings church.
Last week when the minister of Local government Hon.Rapheal Magyezi was meeting Mbarara district leaders and Mbarara City leadership’ at Igongo cultural center , Didas Tabaro the Mbarara district chairman told him that the district has been receiving 900 million per month as rent from properties at Kamukuzi of which the money was given to schools in the district.
