The Gender Labour and Social Development Minister Hajat Janat Mukwaya has ordered for the sacking of the Acting Town Clerk of Rukiga Town Council in the newly created district of Rukiga.
Hassan Rwamengo is accused of allegedly having misappropriated close to 3 million shillings for Kibingwe youth piggery project in Rubaya Sub County, Kabale district.
The ministry of Gender, Labour and social Development in 2015 under Youth livelihood program released 6.6 million shillings to enable Members of Kibingwe Youth group start livelihood projects and create employment besides increasing their income.
Rwamengo, who was Rubaya Sub County chief then, is alleged to have flouted the community procurement principles and procured eighteen piglets for them at a cost of 210,000= each and later on diverted 1.2 million shillings leaving the youth without money to use in looking after the piglets and some have since started dying due to lack of sufficient food.
Janat Mukwaya discovered the anomaly during her ongoing monitoring and evaluation visit of Youth Livelihood Projects and those of Uganda Women Entrepreneurship Program in the Western region.
The minister said such a person should not be allowed to continue working under public service sector adding that his departure won’t create any kind of vacuum when majority of young graduates are still on street.
Kabale district chief Administrative officer Wilson Tibigyenda said that as district they will make sure that he refunds all the money and also be subjected to disciplinary procedures.
Rwamengo Hassan initially worked as Sub county chief for Rubaya Sub County in Kabale District before he was transferred to the newly created district of Rukiga. He was transferred at the beginning of this Financial Year (July 1, 2017).
