In Rukiga–
Angry Rukiga district leaders and residents are accusing the Rukiga constituency Member of Parliament Hon. Herbert Kabafunzaki for uttering false information to the public on how he spent 20 million bonanza he got from parliament.
The Ugx10 billion is part of the Shs 304 billion supplementary budget approved by parliament on April 4, for anti-COVID-19 activities. Each MP pocketed Shs 20 million.
Now, On Saturday night, while appearing on two radio stations in Kabale district, Kabafunzaki said that after reciving 20 million bonanza from Speaker of Parliament, he added another 75m and purchased the ambulance.
He added that he then handed it over to the Rukiga district task force to help in carrying patients especially expectant mothers.
However, according Pulkeria Muhindo, the Rukiga Resident District Commissioner ,even though kabafunzaki handed over the ambulance, it remained his personal vehicle since he never handed over the keys and other essential document concerning its purchase.
Muhindo noted that the legislator also tasked the district leaders to hand over the vehicle back to him immediately after Covid 19 crisis.
The president warned that MPs would be audited since they are not government purchasing officers.
A group of councilors in Rukiga are now demanding that MP kabafunzaki MUST return the 20 millions instead of confusing the public.
According to the Rukiga district youth LCV councilor Michael Mbareba, the ambulance is in poor state and he doubts if it is worth 10 millions.
The Rukiga district Vice Chairman Jackson Muganizi said that the vehicle’s key was supposed to be handed to the district’s driver or the Kamwezi health centre IV driver rather giving them to his mere friend.
In April 2017 Herbert Kabafunzaki, who was by then the State Minister for Labor, Employment and Industrial Relations was arrested for allegedly soliciting a bribe of sh10m from the proprietor of Aya Group.
