One of the candidates contesting in NRM primaries for Sheema Municipality parliamentary seat has lodged a complaint in court to stop Dr Elioda Tumwisigye from taking part in the same party primaries.
Kamukama David said that Dr Elioda’s nomination exercise was illegal because it was not gazetted in any of the Ugandan media platforms.
He also alleges that Dr Elioda Tumwesigye was denominated on 10th May 2018 by NRM electoral commission two days after his nomination for failure to fulfill nomination terms.
Some of the terms set for him by NRM electoral commission was to either relinquish a parliamentary seat or constrain himself from taking part in the party primaries on account that the party constitution and electoral rules and regulations cannot allow a person to hold two party flags.
Dr Elioda is the Member of Parliament for Sheema north constituency, an NRM chairman for Sheema district and minister of science and Technology. A cross section of people and candidates in the party primaries wanted him on moral grounds to resign the portfolios before getting nominated.
Dr Elioda later on challenged the party electoral commission and told them that he fulfils all the legal requirements by the national electoral commission and was accordingly cleared, nominated again on 15th may one week after other candidates had started joint campaign rallies in the area ( Byte—
But Kamukama noted that immediately after Dr Elioda was denominated he ceased being a candidate and that he needed a court order for him to be nominated again.
He said that NRM electoral officials erred because they don’t have powers to extend time within which to nominate a person. He added that he is confident that their decision shall be crushed by the court.
But Kateshungwa John the NRM district registrar insists that they legally nominated Elioda.
Meanwhile other candidates vowed to petition President Museveni if NRM registrar officials fail to compel Eloda to follow their agreed on campaign programme.
