NTUNGAMO: CAO’S TRANSFER LEAVES LEADERS IN JUBILATION

Civil servants and political leaders in Ntungamo District are jubilating over the transfer of the Chief Administrative Officer (CAO), Mr Ananias Kweyamba Ruhemba.
In a letter dated March 5th 2019, Ben Kumumanya, Permanent Secretary in the Ministry of Local Government transferred Ruhemba to Mbarara district local government with immediate effect.
He has been replaced by Ms Joanitah Nakityo, who has been the CAO of Butebo District.
The move comes after Ntungamo district council last year recommended for his immediate transfer, accusing him of failure to implement council resolutions and tampering with the district budget.
The District Chairperson, Denis Singahakye, welcomed Ruhemba’s transfer, describing him as a dictator in managing the district.
“Surely I am happy and it was a relief for the betterment this district and workers because he was incompatible,” Singahakye noted.
Kweyamba has not been in office since the death of his son late, Arnold Kwesiga, who committed suicide in December 2018
Early this month, Mugyema Swizen, a commissioner from the Ministry Of Local Government, held a special consultative meeting with councilors where by a total of 32 councilors voted in favor of his transfer, 02 voted against while 05 others abstained.
However, Mr Denis Muhumuza Savimbi, the Itojo sub county Councillor, who is among those that opposed the transfer, revealed that the councilors acted out of sentiments and were not patient enough to give the chief administrative officer a fair hearing since he was on leave.
