NTUNGAMO COMMUNITY DEVELOPMENT OFFICER ARRESTED FOR EXTORTION

A sub-county community development officer (CDO) has been arrested by police and district officials after he was implicated by several women groups for soliciting and obtaining from several women groups to make them access women entrepreneurship fund.
Emmanuel Muhangi the KIbatsi Sub County CDO was arrested following a meeting chaired by the resident district commissioner Justine Mbabazi, the District chief administrative officer Samuel Ruhweza Kaija. Te meeting was also attended by the district chairman Denis Singahache with over 600 women group heads at Kibatsi Sub County on Monday afternoon.
Muhangi had attested to have attained money amounting to over UShs 1.7M as registration fees for community based organizations and written a consent letter that he will refund Nov 2016, however women accused him of getting more than that from them.
The Ntungamo district police commander Baker Kawonawo confirmed the arrest and said they are investigating Muhangi on embezzlement charges.
The Ntungamo RDC Justine Mbabazi said that the arrest of the CDO was the beginning of the several actions arising from investigations over crippled performance of the Women entrepreneurship fund in the district.
He said her office had attained several reports that women are being charged money to have their groups registered, assessed, approved and given money under the special women groups fund.
