Mayor Ntungamo Municipality Jacob Kafureka blamed the confusion on town clerk who has failed to implement the council resolutions and kept postponing yet the funds were approved.
The council speaker, Mugizi Nicholas Kanahe, was stranded after all 23 councilors moved out and he decided to adjourn the session indefinitely for lack of quorum.
