NYABUBARE SUB-COUNTY CHAIRMAN SURVIVES LYNCHING OVER ATTEMPTS TO BLOCK KIZINDA TOWN COUNCIL

The LC three chairman Nyabubare sub-county in Bushenyi district;Karoli Rwamuganga has failed to block plans by the Ministry of local government to create Kizinda town councils.
In a letter dated 5th October 2017, minister of Local government;Col.Tom Butime says three town councils in Bushenyi district have been created.The new town councils to be created include Kizinda, Bitooma,and Kyabugimbi that will start effective July 1,2018.
When Mr.Rwamuganga reached Kizinda parish yesterday evening to make consultation about creation of the the town council, the residents turned against him accusing him of sabotaging the area’s development. At Kigoma parish which is part of the new town council, his meeting aborted because there was no quaram.
They chased him away arguing that there was no need of consultations since the ministry has already granted the parishes a town council status.
Apollo Kakonge; a civil activist and resident of Nyabubare sub-county said that Rwamuganga is trying to fight development thus appealing to people of Kizinda and Kigoma to continue rejecting him.
Kakonge appealed to the local residents there not to allow Rwamuganga to hold any meeting there unless he produces authority letter from Bushenyi District Resident Commissioner; Peter Mugisha.
“For creation of town councils is a done deal”Kakonge asserted. The LC two chairman Kizinda parish; Mr.Muhangi and former area councilor; Nimwesiga told www.mknewslink.com reporter that Rwamuganga will not be allowed in the parish again.
The reason forcing Rwamuganga to challenge the ministry’s decision is because Kizinda is the source of income for Nyabubare sub-county since it is a busy growing town in the area.
Earlier in 2010, Nyabubare sub-county leaders blocked attempts by the ministry of local government’s plans to add Kizinda on Bushenyi-Ishaka municipality.
