OPINION: DESPITE DIFFICULT TIMES, RDC KYERERE DID A FANTASTIC JOB

If you are a senior leader, you’ve got to lead and you’ve got to be at the top of the game and that is Mr. Kyerere Frank.
I got to know Mr. Kyerere when he was appointed RDC Sheema District. He was appointed RDC at the same time I was appointed in a government university as Associate Professor and Dean Faculty of Arts and Social Sciences at Kabale University, a university that he and others in Kigezi sub-region helped establish before it was taken over by government.
At Kabale University, I later learnt that he served very well as Lecturer in Public Administration & Management alongside other public responsibilities he was undertaking in Rukiiga District.
Mr. Kyerere has served Sheema during difficult times – COVID19 time and election period/season. Most of us know that the election season in Sheema can be so hot and hostile and when you an RDC like Kyerere who speaks ‘truth to power’, you are bound to have a good number of enemies.
In spite of the difficult time, he did a fantastic job. Many took notice and they have organized to pay tribute to their works. Sheema had relatively low infections of COVID19 partly because of the strictness of Mr. Kyerere.
The election season though hot and hostile were not so violent like in some other parts of the country because of his ability to coordinate security very well as Head of Security in the District.
Definitely, Mr. Kyerere, could have erred here and there but that is expected. He is not an angel. Kyereere’s achievements were also not efforts of a single individual but a collective effort.
Public service is not the most glamorous or profitable line of work. But it is one of the most important. Public service translates our government, laws and social values into the daily work that keeps democracy going. RDCs as public employees nowadays are the face of our government.
They provide the direct interaction with our citizens. I valued and deeply appreciated Mr. Kyerere’s hard work and dedication to the service of government.
I am a public servant and very honored to work for the people as Associate Professor and an academic administrator. I believe it is a noble calling—putting others first and trying to make the world a better place. I have worked for government long enough to know that one’s effectiveness can determine whether our government succeeds and whether it meets its obligation to the public. Mr. Kyerere has been one of those who served the rich, the poor and disadvantaged– generally all categories of people without discrimination, I am sure, government want leaders like Mr. Kyerere who stand up and make our government stand out too.
Mr. Kyerere, I hope you will take your energy, your motivation, your desire to serve your country in other places you will serve as long as you are still on earth.
In a special way, allow me extend great appreciation to your spouse and other family members that have kept at your side through thick and thin. To accomplish public duties, it requires amazing, loving, and supportive families with a tremendous amount of faith, love, mercy, endurance and grace
I also wish to acknowledge with gratitude the organizers of the farewell – Canon David Kabigumira and your colleagues – Micheal, Diana & Stella. Well done. Good works should always be appreciated and this should be the culture in Sheema.

We will be inviting you to Kabale University as a Guest Speaker/Lecturer to speak to students of Public Administration at undergraduate and post graduate levels. Your practical experiences as RDC will go along in shaping the next generation of public servants in Uganda and beyond.
I wish to welcome Ms Pulkeria Muhindo to Sheema District. I recently met her at White Horse Inn at a Rotary of Kabale function and the speech she gave to me was a testimony to her passion for public service and hard work to the service of Ugandans. I wish her very well in Sheema. Our job is to support and work with you so you achieve your mission and objectives.
