OVER 100 PRIMARY SCHOOLS TO MISS UPE FUNDS OVER LACK OF ACCOUNTABILITY

Over 100 government aided primary schools in Kagadi district, are on the verge of missing universal primary –UPE capitation grants for third term 2019 over lack of financial statements and annual budgets.
According to the District Education Officer Kagadi, Bartholomew Bukenya, the key mandate of head teachers is to ensure they prepare annual budgets and financial statements capturing funds from all sources to the school and expenditures incurred.
He said that these should be submitted to the district with a copy to the ministry of education and sports ahead of each academic year.
Bukenya said head teachers are also required to maintain and operate a bank account, accurately recording the actual expenditure in cash book and also submit accountabilities to the district education office.
Bukenya said that however, more than 90% of the head teachers have not complied with the requirements.
He has now ordered Stanbic Bank, Bwamiramira branch not to allow head teachers to withdraw any UPE capitation grants for third term 2019 until they have submitted all budgets and accountabilities for the previous releases .
In a letter dated 14thAugust 2019, Bukenya said that the affected head teachers will be required to present clearance letters from the district education office before they transact any business with Stanbic bank.
