PARISH CHIEFS IN MASINDI ARRESTED OVER FRAUD

Police in Masindi district has arrested two parish chiefs over alleged fraud.
Richard Bamuleke, of Nyabyeya parish in Budongo sub county and Cate Kyalisiima, of Bikonzi parish in Bwijanga sub county were picked by detectives while attending a revenue mobilization meeting at the district headquarters.
The duo was arrested on Friday 27th April 2018 on the orders Kanaginagi Ateenyi, the secretary finance Masindi district who was chairing the meeting.
The Finance committee being chaired by Salama Kugonza, and the district revenue officer, Moses Kalyegira went to the field for a monitoring, collection and management of revenue in the lower local governments.
Presenting the findings, Kugonza indicated that parish chiefs take long to remit the revenue leading to misuse of funds and under declaration.
She also said they discovered that Richard Bamuleke, the parish chief for Nyabyeya parish had never remitted to the sub accountant since June 2017 which delay resulted into mismanagement of funds collected amounting to UGx 2700,000.
Kugonza also indicated that the parish chief of Bikonzi parish in Bwijanga sub county, Cate Kyalisiima, collected UGx 3300,000 from Casino machines but remitted on UGX 990.000. She also said that Kyalisima was found with duplicate receipts.
Cosmas Byaruhanga, the chairperson LCV Masindi distrct, explains that as Masindi district council they are not going to tolerate such acts at all saying that such people have caused a lot of problems to the district saying such acts have crippled service delivery.
