PUBLIC PROCUREMENT BLAMED FOR THE SHODDY WORK

Public Procurement and Disposal Authority (PPDA) and Public Procurement and Disposal Appeals Tribunal have been blamed for failing out service delivery and gearing corruption in local governments.
Jeremiah Kamurari the Isingiro district chairperson said that these two statutory bodies are the leading promoters of shoddy work and corruption at the district level as there is a lot of connivance with district procurement officers.
Kamurari was speaking to journalists yesterday on the sidelines of the training workshop organized by Procurement and Disposal Appeals Tribunal at Lakeview hotel in Mbarara.
He added that this appeals and PPDA does not follow up the cases even if one complains which he says that its due to connivance and bribery in their offices.
Olive Zaale Otete the chairperson Public Procurement and Disposal Appeals Tribunal said that their mandate is only to receive complaints and look into them and give the recommendations then it’s upon PPDA to act and apprehend those against the law.
Olive noted that PPDA is protected by the law to work upon the recommendations of the tribunal on cases lunched in by complainants.
