PUPILS OF DIFFERENT CLASSES SHARE ONE CLASS ROOM IN MASINDI

Two classes are reportedly sharing one room at Nyakarongo primary school in Pakanyi Sub County, Masindi district.
This is according to the report s which were presented by the Village Budget Club (VBC) members from Pakanyi and Bwijanga Sub Counties during a district dialogue of VBC members and Masindi district duty bearers organized by Forum for Women in Democracy (FOWODE) a women rights non-governmental organization at the district educational hall in Masindi town.
VBCs are community based groups that were formed by FOWODE to monitor budget implementation in government facilities in the area of its operation.
While presenting a budget monitoring report, Joseph Bogere, the VBC secretary in Pakany Sub County revealed that at Nyakarongo primary school, primary one and two pupils are being taught in one classroom and yet it a government aided school.
He explained that the shared room had two black boards that were being used to teach the two classes that he said is hampering effective teaching of the learners.
During the same dialogue, Nelder Asaba who presented the monitoring report by VBC members from Bwijanga Sub County reported lack of water at Isimba primary school that is hampering learning at the school.
Asaba added that Kikingura health centre in Bwijanga Sub County has a cracked outpatient ward, lacks lighting system, a placenta pit and reliable water source for its staff adding that this is affecting service delivering.
She also noted that the same facility has no placenta pit and yet it conducts deliveries noting that the community is struggling to establish one.
While responding to the reports, Fred Kisembo, the district assistant chief administrative officer hailed the VBC members and FOWODE for what he termed as balanced reports.
He acknowledged the problem of water shortage at government health facilities in the district and revealed that the district is going to ensure all government health facilities get water before taking it other areas.
The dialogue is part of a two year project on education and health sectors named Gender, Accountability and Participation that is being implemented by FOWODE in Pakanyi, Kimengo, Budongo and Bwijanga Sub County in Masindi district.
Maureen Kyomuhendo, the FOWODE field officer for Masindi district revealed that the dialogue aimed at enabling district duty bearers know the gaps and challenges in the service delivery so that they can be incorporated in the budget.
