STATE HOUSE ANTI CORRUPTION UNIT ARRESTS MBARARA MUNICIPAL TOWN CLERK, TREASURER

The state house Anti-corruption Unit yesterday arrested Mbarara municipality officials including the town clerk, Edward Lwanga and the treasurer only identified as Richard Kelele, to help in investigations into corruption escalation and other shoddy work done within the municipality.
The municipality principal commercial officer, James Agaba escaped from the interrogation room, prompting the unit officials to summon him to its headquarters in Kampala where he will be handed over to the criminal investigation department (CID) of police.
Israel Ochwo, the team’s legal officer said the team was in Mbarara to conclude last week’s work at the district but also attend to other emerging allegations in Mbarara municipality.
In yesterdays grilling, municipality officials including the mayor, principal commercial officer , treasurer, town clerk, and others failed to convince the anti-corruption unit officials that about Sh300 million was spent on Koranorya road which is among the projects being investigated by the unit, kekombe land.
Other are; the construction of Mbarara central market which is underway (sh21 billion budget), City satellite plan (sh21 billion), land grabbing where some district and municipality officials have grabbed and owned government land like plot 5 B along Gult Road which initially belonged to the district veterinary department and it was sold to Rwampara County member of parliament, Charles Ngabirano.
Other officials with determining information, wanted by the anti-corruption unit include the district Chairperson Rtd Capt J B Tumusime Bamuturaki, former district speaker, Grace Muhairwe who sold the said plot of land, and former municipality engineer.
The unit returned to Mbarara on Monday, March 4 2019 after a week since it arrested other six (district and municipality) officials who have been released on bail.
Led by the district chief administrative officer Cuthbert Ethoku, they have now sued the unit for usurping powers of the inspector general of government.
