WAR NOT YET OVER: BUSHENYI DISTRICT COUNCILORS REJECT SERVICE COMMISSION NOMINEE

Finally Jafari Basajabalaba; the LV Chairman Bushenyi district has bowed down to the high court order by presenting two names of individuals to fill the district Service Commission.
High court judge Justice Gaswaga last year ordered Jafari Basajabalaba to give appointment letters to Lydia Rwakishaya,Eng.Nathan Behangana and Julius Ishungisa who had been approved by the Public service commission.
COUNCILORS OPPOSING MS TEDDY KYOMUKAMA
In his ruling, Gaswaga further ordered Basajabalaba to nominate only two members who would join the other three to make the district service commission complete.
It was until today Thursday Feb.08,2018 during the district council meeting when Jafari Basajabalaba proposed the names of Teddy Kyomukama and Vereriano Byabashaija; the former Education officer for Rubiriizi district.
However, the councilors led by Anthony Katwarana and Ronald Rwabutwagu rejected Ms Teddy Kyomukama on grounds that she is not an ordinary resident of Bushenyi district. The furious councilors argued that they cannot approve a person whose characters are not known to them.
According to her curriculum vitae, Kyomukama has had her tertiary education from Cyprus and South Africa. She has been working with National Drug Authority as the Human Resource officer for the last 16 years.
The councilors approved only Valeriano Byabashaija and ordered Basajabalaba to bring another person who is well known as a resident in the district.
The situation forced the district speaker Justine Burisadi to preside over voting for Kyomukama by raising hands. Only 13 councilors voted for Kyomukama where as 14 voted against her.
The speaker tasked the chairman to sit again with his executive committee and they bring another name in the next meeting. However Basajabalaba vowed to again propose Kyomukama until she will be approved by the district council.
The Bushenyi district spent two years without service commission until late last year when one Appolo Kakonge filed a case in high court against the district chairman and Attorney General for failure to institute the service commission.
The Bushenyi district service commission saga forced president Museveni to call the district chairman asking him to institute the service commission.
Jafari Basajabalaba who had refused to appoint the three approved members was later forced by court to appoint them.
On their appointment, Lydia Rwakishaya,Eng.Behangana and Julius Ishungisa started their job by recruiting a big number of employees to fill posts that had been vacant for two years.
