WAR IN NTUNGAMO: CAO, DISTRICT CHAIRMAN DONT SEE EYE TO EYE

The Ntungamo District councilors have angrily attacked the Chief Adminisrative officer (CAO) Kweyamba Ruhemba and chairman LCV Denis Singahache after learnt that the District is being operated onto 2 different budgets for the first quarter of the financial 2017/2018.
In the heated debate led by speaker Atuhaire Elijah during the council meeting yesterday 19.09.2017 in the District council Hall, the councilors found that there is no single coin that has been released and any work implemented since the council approved the budget in June 2017 totaling over 42Bn shillings.
They noted that there has been disagreement between CAO Ruhemba and C/M LCV Singahache over allocations of funds which forced them to fail to implement it.
In his defense Ruhemba revealed that there were mistakes in the 2017/2018 budget when the councilors and executive failed to include the funds for the last quarter of the financial 2016/2017 a sign of misusing taxpayer’s money.
However, Singahache noted that he will not sign the budget since the implementer (CAO) and the overseer (him) have developed parallel line between them and no one sees each other’s face.
He also accused Ruhemba for failing to account for 234,415,190m shilling that is idle on unknown bank account.
But councilors led by the Itojo sub county councilor Muhumuza Denis Savimbi and Ntungamo sub county Mpeirirwe Naboth are worried that district being ran on 2 different budgets create corruption and mistrust amongst leaders.
