The outgoing bishop of Kigezi diocese Rt. Rev. Geroge Bagamuhunda has bid farewell to Uganda Christian University Bishop Barham College.

The Bishop who has been doubling as the Bishop Barham University College governing Council Chairperson since 2014 has partially vacated the chairmanship position ahead of his retirement.

Rt. Rev. Bagamuhunda who has been sitting on Uganda Christian university council since May 2010 up to May 2022 is set to retire on Friday this week and he has been serving as a probation Secretary of the Church of Uganda.

He became a member of Uganda Christian University U.C.U when he started teaching at the same university in January 1983 and after became the Tutor at the same time a bursar 1989 after attaining a Bachelor’s degree in Divinity

Bagamuhunda told the students that when he was young and school, he would stand at the main Gate of BISHOP BARHAM UNIVERSITY COLLEGE and listen to students as they sung in church.

He said this on 24th May, 2022 at Bishop Barham University College Rugarama Hill main Hall during his visit at the institution.

Dr. Aaron Mushengyezi the Uganda Christian University Vice Chancellor who minced the function said that the bishop has done so much in adding value to the institution and Kigezi Diocese.

“We do have leaders who come and leave an institution the way they found it or worse than they found it. Bishop, you are not among those. You have added value and your projects can speak for themselves,” Mushengyezi said.

At the same event, the college unveiled the new principal and the college governing council that are yet to replace Aggrey Oyesigomwe who is expected to hand over office at the end of this month

Aggery Oyesigomwe narrated that bishop has strengthened ways of improving business and service delivery in a much more efficient to address returns on investment

The Deputy Speaker of Parliament and legislator from Ruhinda North, Mitooma district Rt Hon. Thomas Tayebwa has revealed that the research he has carried out so far about the dissemination of information about the Parish Development Model by the Parish Chiefs in Ruhinda North and other areas is poisonous.

The Rt Hon Deputy Speaker said this  a short while ago today 25^th May 2022 at Mitooma District Headquarters during a sensitization meeting of LC1, LC2 ,LC3 chairpersons and other leaders on how they should participate in the parish Development Model.

Tayebwa noted that parish chiefs need vigorous training as quick as possible in order for the Parish Model program to be successful in Mitooma District and other districts.

“I attended a meeting yesterday in my constituency concerning the Parish Development Model and I was shocked by that particular parish chief,” The Rt Hon. Speaker told a well-attended and attentive meeting.

Training for Parish Chiefs and Agricultural Officers ended last week and this week is for implementation and sensitization of communities about the program.

Parish Development Model is a Program that started this financial year 2021/ 2022 and from FY 2022/ 2023 each parish will get 100 million.

The parish Development Model sensitization program is ongoing in every parish in Uganda and according to research done by Mknewslink managing Editor , the Parish chiefs were not equipped with enough knowledge and skills to run the program.

In Rukungiri—-

Police in Rukungiri are investigating circumstances under which a man was beaten to coma.

It is alleged that the deceased Naboth Kanyima a resident of Nyakibungo cell Bugyera parish Buyanja sub county Rukungiri district ate a stick of roasted meat but failed to pay.

According to Elly Maate the Kigezi Regional Police Spokesperson, the deceased on the 23/05/2022 at around 2200hrs, had a fight with one Amos over a stick of meat but was helped by Aston Nkamuhayo to beat up the deceased.

The deceased tried to move home but could not reach, instead slept at the home of one Ezra who on the 24/05/ 2022 took him to a clinic at Buyanja Town Council from where he got referred to Nyakibale hospital for further medication where he unfortunately died upon arrival.

Scene of crime was visited and documented by the DCID/O, CIO, SOCO, team of detectives and other personnel, body was picked with minor injuries on the face and taken to Rwakabengo Health Center III for post mortem examination.

Maate said the suspect Nkamuhayo Aston has been arrested while Amos is on the run.

A case of murder was reported at Buyanja Police post under reference number SD reference 12/24/05/2022 and later murder by assault was recorded at Rukungiri CPS under reference number CRB 428/2022

Three Kabale District Health Centre III in charges have wrote an apology letter to Health Monitoring Unit from the state house over absenteeism from their respective work places.

The three are Janet Twosugomwe in charge Kamugangunzi III, Moreen Kirungi in charge Buhara centre III and Innocent Agaba In charge Kaharo III

In an audit carried out for the last two month, the accused in charges reported to work for only  17 -19 days yet the in charge is expected to work 40 -42 days.

Addressing the in charge in health center IVs, III and IIs at Kabale municipality council hall in Kabale Municipality, Dr. Brian Arinaitwe who is the Assistant Director at Health Monitoring Unit accused the in charges of organized Absenteeism.

Arinaitwe said the three teams have been involving in organized absenteeism and at the end of the month they claim their money which they have not worked for.

Arinaitwe said that according to the patients in the district, the in charges have been closing their health centers after lunch leaving the situation To Whom It May Concern.

He further cautioned the in charges against extorting money from the patients and that they should stop giving unnecessary excuses to ascertain their absenteeism on work.

Arinaitwe added that they also arrested the in charge at Rubaya Health center IV Monday Medard for having misappropriated government enterprises and also they are investigating that of Kamukyira health center IV Daniel Twesigye.

However in their defense, the in charges pleaded for mercy. They admitted for not signing in the daily attendance book at the respective health centers.

However, they denied allegations of extorting money from the patients. They shifted the blame of absenteeism to ministry of health which involved themselves in government programs like supervising vaccination.

The Kabale District Health Officer Dr. Alfred Besigensi said that they are aware of organized absenteeism not specifically the accused ones.

Besigensi added that they expect the in charge to care responsible at their respective facilities but because they are not always there to monitor them, they take the advantage.

Besigensi called upon the health management committees, chairperson lc iii and the sub county chiefs to support them in addressing the issue of organized absenteeism and extortion.

He however attributed absenteeism at the health center to lack of facilities at the health center to house the in charges

The Kabale Resident District Commissioner Godfrey Nyakahuma pledged to work in hand to have organized absenteeism habit in health workers curbed down.

In Kampala—

The Court of Appeal in Kampala has thrown out an appeal challenging the election of Security Minister, Jim Muhwezi as the Rujumbura County Member of Parliament.

FDC’s Fred Turyamuhweza Tumuheirwe who was the runners up in the January 14 polls petitioned the High Court seeking to have Muhwezi’s election overturned over voter bribery, ballot stuffing and intimidation of voters.

The High Court however threw out the petition prompting Tumuheirwe to challenge the same in the Court of Appeal.

On Tuesday, a panel of three justices of the Court of Appeal including Cheborion Barishaki, Stephen Musota and Christopher Gashirabake reasoned with the earlier decision of the High Court to rule that Muhwezi was rightly elected and declared as the Rujumbura County MP.

“We have not found evidence to support the appellant’s allegation of bribery against the first respondent. The learned trial judge was therefore right in finding that the appellant didn’t cite any provisions of the law not complied with,” the three justices said.

The judges consequently ruled that the entire petition collapses and therefore dismissed with each party to bear their own costs.

“The first respondent, Jim Katugugu Muhwezi remains the validly and lawfully elected Member of Parliament for Rujumbura County constituency in Rukungiri district as a result of a parliamentary election held on January 14, 2021.”

Speaking to journalists shortly after the judgment, Muhwezi said his lawyers had put up a spirited fight that saw him triumph both at the High Court and Court of Appeal.

“We are now going to embark on the development of Rujumbura,” Muhwezi said.

Muhwezi’s lawyers led by former minister, Mwesigwa Rukutana of Mwesigwa Rukutana and Company Advocates said at last justice had been served after a protracted legal battle right from the High Court.

“We are happy that finally the Court of Appeal has found the truth but it’s absurd that usual practice of awarding costs has not been done. The appellant unjustly dragged out client to court with no merit in his case. He should have been condemned to costs,”Rukutana said.

He however said he will not challenge the decision of the court in not awarding costs.

“It is the people of Rukungiri who voted Jim Muhwezi into this position and they have won the case. First round was to vote him overwhelmingly and they did it. The second and third rounds were for court to uphold his victory.”
