FORT PORTAL MUNICIPAL COUNCILORS, SPEAKER FIGHT IN COUNCIL

Fort portal municipal council yesterday turned into a battlefield as councilors demand the step down of the municipal council speaker Gilbert Kayondo from the council sitting so that his deputy takes over.
The councilors accused the speaker of siding with the executive on issues of accountability forgetting his cardinal role of being neutral between the council and executive.
However, the demand from the councilors fell on deaf ears as the speaker insisted stepping down for his deputy but challenged them to censor him through the law.
The reaction from the speaker attracted heavy exchange of words between him and the councilors with each side accusing the other of sabotage which put council to a standstill.
Enock Byakagaba, male councilor representing Barza East South division and a member of the committee said that the move by the speaker to appear on different radio stations giving accountability tantamount to the breach of rules of procedure of the local government act rendering him biased.
Byakagaba said that they were forced to move out of the council until speaker Kayondo steps aside for investigations.Kayondo is also accused of sidelining with mayor Kintu Willy Muhanga in giving false accountability and performing duties that he is not supposed to do.
Gilbert Kayondo also accused his deputy Betty Mujungu of ganging up with the group of councilors to fight him.
Rev. Kintu Willy Muhanga, the Fort Portal mayor described the move by the councilors as unfortunate and only aimed at sabotaging the development in the municipality.
