KIBALE AND KAGADI RDC TRADE ACCUSATIONS

Kibaale RDC Samuel Kisembo

The acting Resident District commissioner (RDC) kagadi district Moses Nuwagaba Entwiga is accusing Kibaale district RDC Samuel Kisembo of interfering with kagadi district issues.
Mr. Moses said Kibaale district was split into three districts because it was too large and government wanted to services to reach it people but Kibaale RDC Mr. Kisembo is yet to realize the difference as he keeps crossing boundaries giving orders to Kagadi district where his jurisdiction does not reach.
Last week Mr. Kisembo while on a local radio station extended security orders in kagadi district during NRM primaries yet his orders should only stop in Kibaale district since there is another RDC in Kagadi district.
“The constitution states that there shall be an RDC for every district of Uganda, one district one RDC but not one RDC for many districts, by law Kibaale RDC cannot be the RDC for Kagadi and Kakumiro yet the law says there shall be deputy RDC to take in the absence of the full RDC”, Moses Nuwagaba noted
Kibaale district was recently split into three districts of Kibaale, Kakumiro, and Kigadi.
Mr. Moses Nuwagaba has been Deputy RDC Kibaale District but since Kagadi District started operations this financial year 2016/2017, he took as RDC Kagadi District.
