In Rwampara—
The Minister of Local Government, Balaam Barugahara, has ordered for the interdiction of two Rwampara District engineers over the alleged misuse of over UGX 400 million spent on the rehabilitation of three roads during the 2022/2023 and 2023/2024 financial years.
The engineers; Gilbert Muhangi and Christopher Muhwezi, are accused of mismanaging funds allocated for the rehabilitation of Nguugo–Bituntu Road, Kinoni–Katereza Road and the 24-kilometre Nyamukana–Kibaare–Byanamira Road.
Speaking during an engagement with district leaders on Tuesday, Rwampara County MP Amos Kankunda said the two engineers had previously been investigated by the State House Anti-Corruption Unit over the same road works but were exonerated due to a lack of evidence.
However, Barugahara directed that both engineers be reinstated on the interdiction list to allow further administrative action over the allegations.
The minister also directed the interdiction of Asaph Kamugisha, a clinical officer at Kinoni Health Centre IV, over allegations of soliciting money from unsuspecting members of the public in exchange for district jobs.
Barugahara said Kamugisha had been arrested earlier this year and had agreed to refund UGX 23 million allegedly collected from members of the public.
He questioned why the former District Chief Administrative Officer, Willy Bataringaya, had not interdicted the officer despite the allegations.
The minister further revealed that Kamugisha’s case file had been sanctioned to the Senior State Attorney in Mbarara City but was later recalled under unclear circumstances
