BUSHENYI CAO WARNS DISTRICT COUNCIL ON COURT JUDGEMENT

The Bushenyi district Chief Administrative Officer; Elias Byamungu has strongly warned the district councilors to avoid discussing anything about the court consent judgment that was passed on July 5, 2017.
On July5,2017 high court judge;Duncan Gaswaga passed a consent judgment ordering the Bushenyi district chairman; Jafari Basajjabalaba to sign appointment letters for the district service commission members and allow the commence work.
The following day, Jafari Basajjabalaba implemented the court order by signing appointment letters for Ms Lydia Rwakishaya, Nathan Behangaana and Julius Ishungisa as the approved members of the district service commission.
The bushenyi district councilors are set to have an emergency meeting on Wednesday of July 26, 2017 in the district council hall.
In a letter Byamungu wrote to the clerk to council last week, says any councilor who will attempt to talk about the court judgment will be personally charged in court as an individual.
He also ordered the clerk to council; Ms Robinah Tumwebaze to carefully record the council meeting minutes and ensure that the meeting is given a video coverage.
Byamungu who is in Kampala on official duties, has delegated Principal Assistant Secretary; Pauline Nakayenga to represent him in the district council meeting.
During the last district council, the councilors locked Byamungu’s office accusing him of presiding over the swearing of the three district service commission members.
Since then a case has been filed at police against the councilors for illegally closing the CAO’s office.
