Members of the parliamentary Public accounts committee in charge of local governments have urged government to make strict follow up of funds sent to all districts in the country.
According to the committee’s vice chairman Gilbert Olanya, such follow-up will save government funds from being misused by alleged corrupt district officials.
Olanya together with members of the committee were in the south western region to follow up the finances released to local governments in the area.
On a quarterly basis central government releases over 500 billion shillings to districts, municipalities, town councils and sub counties to supplement the local revenue collected by these administrative units.
The money released is in three different categories which include conditional, non-conditional and equalization grants.
The conditional fund is strictly spent on the improvement of different road nets works while the non-conditional grant is majorly used in the health sector.
During the follow up exercise five civil servants from the districts Mbarara, Kiruhura, Ntungamo and Rubirizi were handed over to police by the Members of Parliament for failure to provide proper accountability of funds received from central government.
The arrested civil servants include Dinah Mwiije the Mbarara district procurement officer and Peter Turyamureba the Mbarara Municipal focal person for the Youth livelihood program.

Leaders in Bushenyi Ishaka-Municipality have expressed their disappointment over what they have termed as lack of health facilities in the municipality.
Leaders expressed their concern in a special meeting that was organized by Bushenyi Ishaka Municipality Member of Parliament Hon.Gordon Arinda Cowboy held on 31st.May.2019 at Municipal Council hall which was attended by all LC 1,2 and 3 chairmen.
They noted that among three divisions none of them has a health Center three in the area.
They also said even Bushenyi health four which should be helping them is not on standard without a theatre and other facilities.
Responding on the same issue Hon.cowboy assured leaders that he is not only sited but he has already written to the ministry of health requesting for health center IIIs.
Cowboy also told these leaders that there is electricity program that is coming in the municipality and requested leaders to welcome it and all areas in the municipality will be covered with electricity.
In the same meeting Hon.Arinda challenged LC1 Chair persons to take responsibility of security in their areas.
He expressed his disappointment with leaders who don’t know people who stay in their cells and even some doing business but don’t take time to register them and where necessary ask them documents from their areas of origin.
He noted that some criminals come and hide in urban centers and are sometimes not noticed because leaders do not take concern.

Tugume Richard and Chairman of UNATU for Sheema municipality Sheema district Mutabarura Willy have ordered all government teachers to officially start their demonstration tomorrow on Monday 27th May 2019.
According Tugume said that government’s humiliation on teachers is becoming abnormal and that he is sure that if they remain home and refuse to teach, their salary will be increased instantly.
“I have learnt that this government doesn’t respect teachers, therefore using the authorities that were given to me, I have officially ordered both all Sheema Municipality and District government teachers not to even step at the gate of your schools respectively until I communicate to you to do so,” Tugume said.
“We agreed with the government that a teacher who is paid ugx460000Shs per month should be increased to ugx600000Shs, a deputy head teacher who earns ugx670000shs should be increased to ugx1.07M and then the head teacher who earns ugx800,000Shs to be increased up to ugx1.7M, but I wonder when I see government trying to deny its agreement with us, I’m very much sure that if we all remain at our homes, it is a must for the government to increase our salaries instantly,” Tugume added.
He warned those with authorities not to intimidate any teacher for demonstrating saying that it is their right to do so and that it is because of inflation which is forcing them to demonstrate.
“I hear some people intimidating my teachers that if they demonstrate, they will be chased from the jobs, let me tell you this, even Amama Mbabazi talked those words you are saying right now but finally he is the one who was chased, so even you who is intimidating us, one day one hour, one minute, you will be intimidated too,” he warned.
Tugume added that members of parliament increase their salaries each and every time, saying that they have even reached to an extent of exempting themselves from paying taxes which they passed.
He asked MPs to also value them because they leave in the same country, buy things in the same markets and have human needs like theirs.
Willy Mutabarura chairman UNATU Sheema district said that what pierces him off is seeing the government promoting segregation instead of fighting against it.
“if you don’t know the meaning of segregation, look at the actions of the government of Uganda, science teachers are highly paid to an extent of getting salaries more than their head teachers, should I say that the government is telling art teachers aren’t required in their own country?,” he wondered.
Willy vowed to fight all these through demonstrating until government responds positively because also doctors did it and their salaries were increased.

Government schools are officially expected to open their second term on Monday 27th May 2019 for the academic year after closing first term on Friday 3rd May 2019.

The Muslim community of Bushenyi- Ishaka Municipality wants parliament to institute an investigation into the management of the Basajja Balaba Mosque and the alleged unlawful occupation of the mosque by the Uganda People’s Defense Forces (UPDF).
In a petition presented by the national female youth mp, hon. Anna Adeke Ebaju during plenary sitting on 23th may2019, the Muslim community claims that the continued unlawful occupation of the mosque by the army infringes on their right to freedom of worship.
Adeke Ebaju said that parliament should urge government to immediately order UPDF to vacate the mosque.
She also urged government to investigate the unprofessional conduct of the Police and army in regards to interference in management and administration of Bushenyi main mosque.
The deputy speaker, Jacob Oulanyah, referred the matter to the appropriate committee for investigation.
He also referred the issues addressed to government to the prime minister for appropriate action.
In March 2018, the army deployed at the mosque following attacks by warring Muslim groups.
Muslims were accusing district Kadhi Mubarak Kateinama and his staff of poor management and misusing mosque property including finances, buildings and land.

Police in Bushenyi district have used tear gas to disperse a group of residents who had gathered in Kyamari, Bitoma and Nyanga trading centers in Bitoma town council Igara West County to discuss the idea to elevate the administrative unit of Bitooma Town Council, Kyamuhunga Town Council and Kyamuhunga Sub County to municipality status.
A group of more than 10 petitioners led by Hamadhi Midragi, Denis Owastigireho, Hillary Muhereza and Andrew Kabazookye as opposed to the move which is greatly influenced by the Hon. Raphael Magyezi wanted to consult residents and come up with one voice to satisfy their petition which was submitted to the deputy speaker against a move by Igara West Member of Parliament, Raphael Magyezi and the District Local Council to create a municipality out of the three entities.
Shortly after the meetings, police led DPC Joel Komakech who came and blocked them from proceeding but the numbers surged, police fired teargas to disperse the crowds.
Speaking to www.mknewslink.com, Kabazookye also among the petitioners said that the three entities of Bitooma Town Council, Kyamuhunga Town Council and Kyamuhunga Sub County do not have the legal requirements and conditions for the attainment of Municipality status.
According to greater Bushenyi Police mouth piece Sp Martial Tumusiime, they couldn’t allow the group to hold meetings because they got an order from Kampala that there was a plan to cause chaos.
The Municipality idea was hatched after a resolution in one of Kyamuhunga sub county council meetings in 2018 and has been in process up to now.
Local council leaders from the two town councils at both local and district level supported it 100%.
The Municipality idea and the motion is pending in local government parliamentary committee and ministry of local government as it awaits approval by the Parliament.

Rotaract club of Bushenyi last evening inaugurated its president Ms. Evas Ntambi and members.
The function took place at Western Meridian Hotel in Bushenyi town and in attendance were many rotaracts from the region.
This means that the Rotaract club of Bushenyi is now a chartered club of Rotary Uganda.
In her speech Ms Evas listed a number of activities that the club engaged in even when it wasnot yet chartered, she revealed that the next thing on schedule is to raise money to provide water and sanitary pads to pupils of kasa primary school in Ruhumuro Sub-County Kyabugimbi Bushenyi district.
The chief guest Mrs. Annet Katusiime Mugisha was represented by Celestine Twinomugisha Headteacher St.Kaggwa primary school who called upon members of rotary clubs to work for development as for them they have already started through Ba Mugisha community welfare limited.

Twelve PLE best performers from Igara East constituency have been given scholastic materials that included books, pens, blackets and mattresses by the area member of parliament Hon. Micheal Mawanda Maranga in a form of thanking pupils.
The ceremony took place today Feb 02, 2019 at the office of the area MP in Rwentuuha town and was presided over the Bushenyi district inspector of schools Williams Ahabwe.
Mr. Ahabwe called upon parents and pupils to put in more effort to ensure that they remain the best performers at every level.
Ahabwe called upon parents from sub-counties of Kyeizooba and Ruhumuro to work hard because of bad results especially Kyeizooba which was the last.
Igara east constituency education chairman Elly Muhwezi hailed Hon. Micheal Mawanda for providing these materials and urged other members of parliament to pick a leaf.
Hon. Micheal Mawanda Maranga is the only member of parliament from Bushenyi who has so far provided these materials and as a result other leaders have been advised to pick a leaf.

Bushenyi Bubilee SACCO will very soon be turned into a commercial bank in a bid to streamline it’s services.
Bushenyi Jubilee SACCO operates under West Ankole diocese in greater Bushenyi sub-region.
The chairman board of directors Bushenyi Jubilee SACCO ;Rev.Dancan Mugumya made the revelation today while speaking at the 12th Annual General meeting held at Katungu Mothers Union centre in Bushenyi town.
Rev.Mugumya further disclosed that the bishop of West Ankole Diocese; Rt.Rev.Johnson Twinomujuni has given them a helping hand in mobilizing Ug.Sh.300,000,000 to support the SACCO.
He says 23 billion shillings is needed before the SACCO becomes a commercial bank.
The SACCO members hailed the diocesan synod for allocating a piece of land to them where Jubilee SACCO headquarters will be built.
According to Rev.Mugumya, the SACCO has so far saved Ug.sh39,000,000 in addition to the members dividends.
The Bushenyi district Commercial officer; David Byamukama who was the chief guest appealed to the SACCO members to save for their future if they are to live a better life.
During the AGM,Rev.Dancan Mugumya was re-elected the chairman board of directors deputized by Jonath Tumwine.

Igara East Member of Parliament elect Hon. Micheal Mawanda Maranga[independent] has today morning Dec. 16, 2017 called upon all the five candidates that he defeated on Dec. 14 to join him for the development of the constituency. Igara East if situated in Bushenyi district.
Mawanda wrote a whatsap message and posted it in make Bushenyi great again today morning.
He noted that the race attracted many candidates and therefore shows that they are growing politically. “ I therefore take this opportunity to thank you all mostly those who contested with me, you are great people and I extend a hand of friendship and call upon you and your supporters that you come and we build Igara East together” Mawanda wrote this morning.
He also hailed his supporters for delivering his victory. Mawanda will hold a thanks giving and victory party at Kyeizooba play ground tomorrow Sunday.
Mr.Benjamin Katana who became third immediately after declaration results accepted and congratulated his supporters. Martial Andrew the second, Christine Bekunika, Banards and David Amstrong have not spoken about the results.
