Police in Kikuube district is investigating the circumstances under which a man committed suicide after allegedly being overwhelmed by debts

The deceased has been identified as Derick Tumwesige, mid 20’s, a resident of Kyabatalya Cell in Buhimba Town Council Kikuube district.

The gruesome incident happened on Wednesday at around 2pm.

According to Ronald Murungi an eyewitness, Tumwesige was discovered by the maternal aunt dangling on the rope inside his rented room in the same town council.

‘’His aunt was searching for him since morning, his phone was available but no one was responding. He was found by the aunt dangling on the rope in his rented room,’’ he explained.

Murungi also told our reporter that since he didn’t leave any note behind, they don’t know the main cause of committing suicide.

It’s alleged that for a couple of days, the deceased said that he was overwhelmed by the debts.

‘’Few days back he wanted commit suicide citing of many debts, but we don’t know the exactly reason why he committed suicide,’’ the source said.

The Albertine Region Police Spokesperson ASP Julius Allan Hakiza said he is yet to get the details of the deceased.

‘’I’m yet to get the details of the deceased, but the rate at which people are committing suicide is worrying, there need for the intervention by the social workers,’’ he said.

Last week, four people committed suicide in Masindi district in a space of seven days.

KAGADI:

Police in Kagadi district are investigating circumstances under which a private security guard attached to SGS Security Company shot a colleague dead on Sunday evening.

The duo was manning Stanbic Bank Kagadi branch before developing a misunderstanding.

The Albertine Region Police Spokesperson ASP Julius Allan Hakiza has identified the deceased as Barbra Kiiza 28, and the suspect as Dickens Ogwoko 31.

According to Hakiza, the duty officer caused the incident since the suspect blamed the deceased for reporting late for work.

‘’The suspect blamed the deceased for reporting late, he was charged with anger and ended up unleashing bullets on the deceased in the chest,’’Hakiza explains.

Hakiza told our reporter that the suspect is in their custody while the deceased’s body is at Kagadi hospital pending autopsy.

KABALE

Police in Kabale district yesterday arrested the former aspirant mayor kabale municipality Richard Muhanguzi for illegally demolishing   15 uniports in Makanga cell, Butobere parish, Central division kabale municipality.

On29^th July 2004 the ministry of works, housing and communications responded to the office of the chief government valuer ministry of water, lands and environment confirming that they received prints of plot 1A, 1B, 1C and 1D and granted permission  requesting them to proceed and value those plots for sale to the applicants, Rwamafa Vererian, Rutaro Appolo, Tumushabe David and Rwamutembani Desire .

It is alleged that in 2005, one Nansanga Jane took them to courts of law  claiming that the said land is hers because it belonged to her parents.

The respondents lost the case and the High court of Uganda at Kabale confirmed Nasanga Jane as the owner of the  plots and   gave orders that on 10^th November 2021 the occupants  vacate the said plots.

The high court of Uganda at Kabale directed them to vacate the place within 90-days from the date of notice of eviction which was 17^th may 2022 but Muhanguzi Richard yesterday morning demolished 15 uniports and other  properties which caused his arrest because the 90 days were still pending.

Bwamutembazi Desire one of the four plot claimants never got satisfied with the court decision and appealed again in the high court of Uganda at Kabale and also lost the case where on 17^th June, 2022 the court gave a warrant to Muhanguzi Richard a court bailiff commanding him to remove appellants and their agents.

Rwamutembani Desire talking with a reporter said that he was shocked yesterday morning after receiving a call that his uniports were being destroyed .

Nasanga explains  that she asked them to remove their properties from the land but they refused which forced her to go back to courts . The same Court gave orders to remove the four people removed from the uniports.

When our reporter reached out to the Kabale Resident District Commissioner Godfrey Nyakahuma, he explained that this shows that both sides have never reached an agreement.

Nyakahuma says Muhanguzi was arrested for breaching court orders because he demolished uniports before the expiry  date of the court order.

HOIMA:

Students of Mandela Secondary School Main Campus in Hoima City have this morning  (Thursday) gone on strike, and a number of school properties destroyed.

Fred Byenkya, the School Public Relations Officers says the reason for the strike hasn’t been established.

‘’There was a strike, and the reason for the strike hasn’t been established,’’ he said

Information reaching our news room indicates that a number of properties have been destroyed including wall fences, school vans, bus and windows among others.

ASP Julius Allan Hakiza the Albertine Region Police Spokesperson says that the situation has been contained and they are in control of the school premises.

‘’There was a strike, the situation has been contained and we are in control of the school premises,’’ he said.

‘’I’m yet to get the details on the main cause of the strike, I will get back to you,’’ Hakiza added.

KABALE

The  Lc3 chairperson  Buhara Sub County in  Ndorwa East constituency Kabale District Mr Baryamujura Joseph is in trouble for  allegedly conniving  with the sub county Chief Mrs. Kakuru Allen to  illegally lease a one and Half Acre piece of  land in Kijonjo cell.

Angry  sub county councilors trekked almost 5 km from the Sub County Headquarters to the District after their chairman and the sub-county chief gave them a deaf ear on the leased and.

Addressing the angry sub county councilors who had stormed his office at the district, The Kabale Resident District Commissioner Mr. Godfrey Nyakahuma was concerned  that  the chairman had refused to pick up his endless calls.

Nyakahuma added that the sub-county chief also tried to telephone the chairman but  in vain.

Speaking to our reporter after the meeting, the council speaker for Buhara Sub- County Niwayamba Tophil said that the public has been accusing him of having kept silent on the allegedly sold land.

Niwayamba said that he carried out investigations and found out that the chairperson lc1 of Kijonjo Cell, The Sub- County chief, and Chairman Baryamujura had signed a lease agreement of 20 years. without the council’s knowledge

 Our efforts to seek an explanation from  the sub-county chief, Mrs. Kakulu Allen were disregarded” he added.

Niwayamba added that he was shocked to see  Mr Baryamujura Joseph  claiming    to have leased the land and that they were only waiting for the money to be deposited on the sub-county account.

He added that Baryamujura told him to organize his councilors and brief them on how to   use the money that is yet to be deposited on the account.

Sub county Councilors, Ahabwe Jacklyn, Akakwansa Elius and Dickson katugwensi said that the land in dispute  was meant  rented out for  money to renovate some roads in the sub county but ever since it was leased, there is nothing they have benefited as a council

They further showed concern about how the chairman has continued undermining and disrespecting them  .

They added that they notified him to escort them to the RDCs office but they were also shocked that the chairman was nowhere in the district and was not picking up his the phone calls.

The  Kabale District RDC Mr Godfrey Nyakahuma said that he cannot handle the case when one party is missing and decided to hold  meeting with them at their sub county headquarters today  Wednesday 13^th  July 2022 at 11 am for further discussions

KABALE

Kabale municipal Mayor Elias Sentaro Byamugisha has threatened to terminate the contract of Multiplex Construction Company Limited due to the slow pace of road works in the municipality.

Byamugisha  explains that In 2021, Multiplex Construction Company Limited won a contract worth Shillings 21.7billion to tarmac the 0.76 kilometers (KM) Bwankosa road that connects Nyerere Avenue and Kabale shopping center commonly known as Ki-college, 0.34KM Bushekwire road that connects Kabale shopping center to Kabale main road in Central division and 2.49KM road that connects the Kabale Diocesan Headquarters to Katuna-Kabale-Mbarara High way but  there is slow progress on the works

Byamugisha  told our reporter that he has written to the speaker of the parliament of Uganda to  intervene and terminate the contract awarded  to Multiplex Construction Company Limited  as the company is not able to  complete the works in time.

According to Byamugisha,  the contractor was supposed to have completed the said road works  in May 2022 and they extended the contract to September 2022 but he is shocked that the progress of the works so far stands under 15%

This is not the first time The company is accused of   being sluggish.

In August 2021, the Lands Ministry, which is behind the USMID project summoned the company to explain the slow pace of  USMID Roadworks.

The Local Government State Minister, Victoria Rusoke Busingye called for a total ban on  Multiplex Construction Company Limited from implementing Local government projects across the country citing irresponsibility.

President Yoweri Kaguta Museveni pledged the construction of Rushoroza road during his presidential campaign in 2010 while Bwankosa and Bushekwire roads have been in a sorry state with deep potholes, which collect stagnant water whenever it rains.

In Kazo—

Police in Kazo are investigating a case in which retired Gen. Elly Tumwine allegedly blocked court bailiffs and police from implementing a court order.

A case was opened against Tumwine on Thursday at Kazo police station by Paul Beigana, a court bailiff. Tumwine is accused of obstructing a court order directing Steven Rwanyabushozi to open an access road.

According to Beigana the court order was cleared by the directorate of police legal services in Kampala and the regional police commander allowing the Kazo district police commander to witness its execution in Burunga Sub County.

ASP Samson Kasasira, the Rwizi region police mouthpiece confirmed the incident saying the bailiffs who were in the company of the police officers from Kazo police station were intercepted by military vehicles along the Kazo-Rwemikoma road at the junction that heads to Tumwine’s home and stopped from executing the court order.

Kasasira said the court order resulted from a judgment by the Kazo chief magistrate that pronounced itself on November 21, 2021, in a civil case where Grace Kakirenga the complainant accused her son Steven Rwanyabushozi, the defendant, of blocking an access road to her home.

The court ruling was in favour of Kakirenga, ordering Rwanyabushozi to unblock the access road and also awarded costs of Shs 24 million to Kakirenga, however, Rwanyabushozi defied court orders and subsequently, a warrant of arrest was issued.

Paul Beigana, the court bailiff noted that when they were intercepted by military vehicles, Tumwine told them to hand over the court order and other documents that included a warrant of arrest and directed them to leave the area immediately.

In Rubanda—

Parents have been urged to welcome their sons in -laws and give them time for preparation of Bride wealth.

This call comes after the unknown man shunned the body of his wife and the baby in Rugarama hospital just because he had not reported to his parent’s in-laws for introduction and Bride wealth

The Deceased has only been identified as Macklin. 25yrs and was a daughter of Peter Nkumba residents of Kabimbi Nyamiyaga cell, Bubare Sub County Rubanda District.

Sources revealed to our reporter indicate the deceased died when she was trying to abort at an unknown place in Kabale town.

After the conditions deteriorated, she was rushed to Kabale Regional referral Hospital where she died.

It’s alleged that Macklin had earlier divorced a man in Rubanda before she got married to an unknown man whom she has been staying with and who is predicted to be from Northern Uganda.

Addressing the mourners on Tuesday 28th at Kabimbiri Nyamiyaga cell, the Commissioner of parliament Hon Akampurira prossy Mbabazi Begumisa who doubles as the Rubanda District Woman MP urged the girls to always take their husbands at home even when the man is not yet ready to pay the bride wealth.

Akampurira said that it was absurd for the parents to find the body of their child abandoned in the hospital without being aware of the whereabouts of their son in-law.

She urged the parents to always welcome their son in-laws at home even when they have not paid the bride price.

In Rukungiri—

Police in Rukungiri district are investigating circumstances under which a motor accident claimed the life of a 24 year old man.

Elly Maate the Kigezi Region Police spokesperson identified the deceased as Ivan Byamukama, a resident of Ibumba cell, Rubanga parish in Buyanja Sub County, Rukungiri district.

Maate revealed that Byamukama met his death on Tuesday at about 3:24pm at Kiborogota village along Rukungiri-Ntungamo road.

He added that Byamukama died after motor vehicle reg. no. UAM 693C super custom driven by one Mwesigwa Rick 25, a resident of Kabere cell, Kishuro parish, Birere Sub County in Isingiro district passed over him.

The vehicle was from Ntungamo side heading towards Rukungiri while the unknown motor cyclist was from the opposite side and when he tried to cross from left to the right side of the road.

The passenger on the motorcycle, after seeing the approaching vehicle, jumped off the motorcycle, the vehicle passed over him and died on the way to Nyakibale hospital.

The driver, according to Maate, is in custody and the motor vehicle was impounded pending IOV inspection. Efforts are under way to arrest the motorcyclist.

The case of accident was registered at Rukungiri Central Police station under reference number TAR: 79/2022.
