Mbarara high court will start hearing an election petition filed by Hatwib Katooto the former Katerera MP against his brother MP Muhammed Katooto.

Hatwib Katooto run to court after his brother defeated him in the 14 January 2021 election. The former accuses his brother of forging academic documents.

Speaking after a court session last month, Hatwib told journalists that someone cannot study for one week and acquire a UACE certificate.

Muhammed Katooto recently told www.mknewslink.com reporter that Tuzza hotel Bushenyi that he is confident that he will defeat his brother since he has his rightly acquired papers.

In an interview last year at Tuzza hotel during the campaigns for NRM CEC when Kadaga was campaigned against Parsis Namuganzi, Hatwib told the media that he would go to court in case he lost the seat to his brother.

It is a shock to www.mknewslink.com that Hatwib Katooto is in court against the brother who defeated him though he had sworn he would not go to court in case he lost.

Katerera is a new county curved out of Bunyaruguru in 2010 and Hatwib Katooto has been its MP since its inception.

It is dominated by migrants Bakiga, Bafumbira, Bakonjo and the two battling brothers are Bakiga.

The two brothers are fighting for the seat because they are from different mothers therefore competition for co-wives manifests itself amongst children.

MP Muhammed Katooto before he furthered his education in 2006 sponsored his brother Katooto In then Bunyaruguru county to defeat the then MP Kabondo Gaudioza but failed.

In Mbarara—

Police in Mbarara city are stranded with unidentified body of a woman believed to be in her 30’s.

According to ASP Samson Kasasirathe Rwizi region police spokesperson, the case of alleged murder was reported by a concerned citizen yesterday 09th.Sept.2021 at about 0930/c under Mbarara CRB 1224/2021.

The dead body of unidentified body of a woman was found at Kakoma, Kakoma ward, Kakiika division, Mbarara city.

Kasasira says that the detectives found the smartly dressed body on the road side with blood oozing from mouth but with no open wounds.

Kasasira says that the body had no documents of identification but Tyre marks of a motor vehicle turnings were visible.

He says that the deceased could have been murdered from somewhere and then dumped at the scene over the night.

So far no arrests have been made and the body of the deceased was taken to Mbarara regional referral hospital mortuary.

In Kampala—–

I have spent some time following comments by various people on the matter of the recent arrest of the Vice Chancellor Victoria University Dr.Lawrence Muganga by security agencies and my mind opines that it was an unfortunate shamefully botched mission. Such an incident if not well managed could deepen the already staggering relations between Uganda and Rwanda, the fact that Dr Muganga is Rwandese.

The other implication is that should it turn out that the suspect was actually innocent, it would require Government to compensate the management of the University for Possible Image Damage caused by the incident and manner in which the arrest was conducted, yet there could have been better ways to carry out the same.

If the operation was a battle field action one imagines how catastrophic it would have been on the side of our operatives.

Legendary military philosopher Sun Tzu while talking about the Use of Spies asserts that “a major military operation is a severe drain on the nation, and may be kept up for years in the struggle for one day’s victory. So to fail to know the conditions of opponents because of reluctance to give rewards for intelligence is extremely inhumane, uncharacteristic of a true military leader, uncharacteristic of an assistant of the government, uncharacteristic of a victorious chief. So what enables an intelligent government and a wise military leadership to overcome others and achieve extraordinary accomplishments is foreknowledge”.

He continues to say, “foreknowledge cannot be gotten from ghosts and spirits, cannot be had by analogy, cannot be found out by calculation. It must be obtained from people, people who know the conditions of the enemy”.

Going by Sun Tzu’s point of view, the case of Dr Lawrence Muganga exposes Uganda’s intelligence gaps and leaves a number of questions as to whether intelligence agencies are well in control and coordination of their operatives, what kinds of spies are they trained to be or whether they are not sometimes turned to be ‘dead spies’ and end up actually transmitting false intelligence to their bosses leading to botched operations.

Otherwise under normal circumstances and professional intelligence workmanship there is no way a suspect of espionage, more so a top academic would be arrested like a suicide bomber, only to be released shortly on bond like an ordinary pickpocket from Kiseka market.

A critical analysis of the whole drama points to suspicious motives ranging from business rivalry to a possible insider job within the state apparatus to cause a scenario that may lead to creation or sustenance of budgets.

With the modern technical intelligence mechanism, and well established organisational capability of our intelligence systems I imagine no one would even be able to trace the route of the operatives right from entry into the scene of arrest premises to the exit and therefore the panicky statements we saw being whirled all-over by the Army Spokesperson Brig. Byekwaso would not be necessary. This would have been a typical intelligence operation- secret and thorough!
Conclusively, Government of Uganda ought to come clear and put the record right especially in order not to have a credible education institution in disrepute just because of organizational weaknesses of our systems.

In Mbarara—

Police in Mbarara city have in custody 7 suspects on counts of Aggravated robbery and murder.

The  suspects are; Moses Africa 23, Isaac Tumwebaze alias Kachaina 19 a chapati vendor , Francis Muhumuza 47 , Twinamatsiko Ronald, Anthony Nuwasasira ,Agaba Kenneth and Joshua Atwebembire 20years  all residents of Kijungu Mbarara city.

The 6 are charged with aggravated robbery while Joshua Atwebembire has been on run on charges of murder CRB11/33/2020 Mbarara after he murdered a student.

Mbarara city Resident City Commissioner Lt. Col. James Mwesigye while addressing the media today at Mbarara central police station said that they arrested the 7 on Thursday last week from Homeland and Happiness hotels.

He said that they were arrested during an operation they mounted in areas of Kijungu and Kisenyi all in Kakoba Mbarara city south after the residents cried out loud to security to help them curtail gangs of thugs that were terrorizing the area.

Mwesigye further said that they managed to recover weapons from these suspects that included pangas, iron bars, knives, pair of scissors, a Spear.

The RCC clarified to the media that these thugs have no connection to the Masaka Panga wielding men since these were engaged in robbing and killing the victims unlike those of Masaka who take lives only.

Mwesigye further urged people to be vigilant and report to security teams in case of any terror.

By the time we filed this story the 7 suspects were still detained at Mbarara Central Police Station awaiting to be taken to courts of law to answer charges.

In Masindi—

There is tension among residents in Masindi municipality after getting leaflets bearing names of targeted people to be murdered. Some of the areas where they have been dropped include Kisabwire cell in Karujubu Division.

According to the leaflet seen by our reporter, it’s bearing the names of Kamanyire Estoni, Mugisa Magambo, Byaruhanga Gehuka, Kyamanywa Ibrahim, Nyakana Fred and Ojok (LC1) whose area of residence is/are not known.

Speaking to our reporter, Solomon Asiimwe the LC3 Karujubu Division confirmed the matter, but he could not give a comment as he was waiting a final report from police which is investigating the matter.

Rose Kirabira Kobusinge the Resident District Commissioner – RDC Masindi explains that she got a copy of the leaflet on WhatsApp, and security is on ground investigating. “We need to get facts, and not just talk about it because it’s a security threat,” she said.

Kirabira also added they are going to call for an emergency meeting including the security. She has also challenged the area local council chairpersons to register people who report in their areas for easy tracing of the suspects.

Mbarara High court judge Justice Kazibwe Moses Kawumi has set the 31st.August.2021 at 2:30Pm as a date to give his ruling on election petition filed by FDC’s Odo Tayebwa a loser in Bushenyi -Ishaka municipality parliamentary polls.

Tayebwa was defeated in the 14th January Parliamentary elections after collecting 5,898 votes against Kabuura’s 8,199 votes, others in the race was Yedida Nyakahagura of ANT who got 734 votes, Akanduhura Kenneth Independent 306, Twahika Denis Independent 166, Ahabwe Rukira Elly Independent 47, Nduhukire  Nasser Independent 13.

Tayebwa petitioned the High Court seeking for the nullification of Derrick Kabura’s victory citing out Voter Malpractices, intimidation, Bribery among others.

The Mbarara High Court presided over by Justice Moses Kazibwe Kawumi has heard the matter to determine the affidavits to be considered and the procedure of conference to be used during the hearing of the petition.

However, Kabuura through his lawyers led by Geofrey Kandeebe raised a preliminary objection to the 12 affidavits attached to the petition by the petitioner and asked the court to remove them.

He told court that the commissioner of Oath who authored or interpreted the oaths of affidavits never gave his full address as it is required by the Illiterates Protection Act Section 3 and 4 to provide full name and the address at the bottom of the affidavit.

Counsels Frank Kandiho and Brian Moogi both lawyers to Kabuura also prayed to court that 18 affidavits that are answers to the petition be thrown out because they are incompetent and were filed out of time without leave of court.

They told court that filing of affidavits past the required time was a blatant abuse of court process noting that 6 of the affidavits were filed on 25th August morning and served on to them in the evening while the one of Issa Rwabanga was filed this morning and served to them in court.

In Bushenyi—

Bushenyi RDC, Municipal Officials were yesterday stunned by a COVID 19 positive patient who contracted the disease and never told members of the family.

The RDC and team were monitoring COVID 19 task forces from LC1 and home best care; home best care refers to when a COVID 19 patient is managed at his/her home until he cures.

According to the RDC Jane Muhindo, they were stunned to learn that the COVID 19 patient stayed with the rest of the family members for 14 days without telling them that he was positive.

The RDC and her team met the affected patient in Kitembe East Cell, Kitembe ward, Bushenyi-Ishaka Municipality and he confirmed that he tested positive for the virus on 4^th, August, 2021, tested again on 18^th, August and it turned out negative.

The victim Saba Tumuhereza said that after testing positive at Bushenyi Health Center IV, he went home and stayed in boys’ quarters for two weeks but never told any of the family members.

Tumuhereza 36 years said he committed the offence for the fear of being looked at as an outcast and a laughing stalk in the village.

The RDC opted to taste the whole family because Tumuhereze could have infected them with COVID 19

The RDC warned Tumuhereze that it was very dangerous for him to keep quiet about his COVID 19 positive status because he was going to infect the entire family and warned him never to do it again in case he tests positive again.

The RDC’s team visited Bushenyi Health Center IV’s lab to establish its capacity for Covid 19 and the general functioning of health center IV towards Covid 19.

The team also visited central division headquarters and central division town clerk on Covid 19 interventions.

The team also visited Bushenyi Central Market to assist how they are observing sops and the traders asked the RDC’s team to provide them with piped water tap to be able to fight the pandemic.

In Fort portal—–

The bishop of Fort-portal catholic diocese the most. Rev. Dr. Robert Muhiirwa has virtually launched a 2 billion fundraising campaign to renovate the roofing of Virika Catholic Cathedral.

Virika Cathedral which is the headquarters of Fort-portal catholic diocese was erected in 1968; it has been faced with leakages from the roof for a quiet long time.

Speaking at the fundraising launch drive today, the bishop said each Christian in the diocese is requested to contribute 5000 shillings, adding that several committees have been instituted to oversee the exercise.

Alex Ruhunda the Chairperson Fundraising Committee and Member of Parliament Fort-portal Central constituency appealed to each one to contribute towards the noble cause.

According to Christians who spoke to www.mknewslink.com ,this is the appropriate time to conduct such a fundraising as they are still in lockdown and by the time lock down gets over, they will be in position to utilize their cathedral without any disturbance.

In Kabale—

Police in Kabale are investigating circumstances under which three people were allegedly murdered by mob

The three were on 20^th August 2021 murdered by unknown people in Kacuro Ruboroga village, Kigata parish, Kyanamira Sub County, Kabale district after they allegedly stole pigs from the home of Karusya Anyesi on 19^th August 2021 at night.

According to Elly Maate the Kigezi region police mouthpiece, one of the deceased Niwagaba Zepharino was yesterday at around 08:30hrs arrested by three grandsons of Karusya, who beat him until he revealed his other accomplices; Justus Akampurira 20 years and Dickson Akampereza 22yrs.

The trio were then beaten by grandsons of Karusya until they breathed their last.

Maate told www.mknewslink.com that their officers from Kabale police station went to the scene late in the evening, took photos, drew a sketch plan and all the three bodies were taken to Kabale regional referral hospital mortuary pending postmodern.

Inquiries are ongoing and efforts to have the suspects arrested are being made.

In Ntungamo—–

The Ntungamo chief magistrate’s court presided over by His worship Gordon Muhimbiise yesterday granted bail to National Resistance Movement (NRM) renowned media activist Ashraf Rweyeshera.

Rweyeshera was arrested on Wednesday last week on accusations of stealing land tittles and marriage certificate from the Ntungamo district woman MP Baata Kamateneti and demanding her to pay 209million shillings to get them back.

He is also accused of threatening MP Kamateneti’s relatives including her mother to do something bad if not paid.

He was charged with threatening violence before chief magistrate’s court on Friday and remanded to Sheema government prison until 19^th August 2021 when he would re-appear in court for mention and bail.

Rweyeshera yesterday appeared before the Ntungamo magistrate’s court for mention of the case and was granted bail.
