The Uganda Communications Commission (UCC) has ordered for the suspension of top NBS Television editors, citing a breach of minimum broadcasting standards.
The UCC, in a Tuesday, April 30 letter seen by www.mknewslink.com directed the Kamwokya based station to suspend the head of news Ms. Joyce Bagala, the head of programmes and the producer of the live broadcast pending investigations.
in exercise its mandate under sections 5(1)0), 31 and 45 of the Uganda Communications Act 2013, the Commission has commenced full investigations to determine whether/or not the manner in which NBS Television presents its live broadcasts and news stories is in accordance with the expected standards and codes of ethics of Journalism, a letter from the regulator to the station management signed by UCC Executive Director Mr. Godfrey Mutabazi reads in part.
The suspension is believed to have stemmed from live coverage of events that included acts of violence as police and people power supporters were embroiled in running battles.
According to the UCC, the minimum broadcasting standards prohibit, among other things, broadcast of content that promotes violence and ethnic prejudice, is likely to create public insecurity or violence and is biased.
The regulator noted that in view of the fact that NBS Television has previously been warned about similar concerns; the station has been directed key among others immediately to suspend the Producer, Head of News and Head of Programmes pending conclusion of the investigations.
That NBS Television should within three (3) days from the date hereof submit to the Commission the names, particulars, and qualifications of the subject office holders, reads that letter.
NBS has also been directed to submit to the Commission recordings of all live programs and news bulletins aired on the 29th of April 2019.
The television station has also been asked by UCC to submit within 3 days a copy of the subject show.
Failure to obey the directive, Mr. Mutabazi said, The Commission shall not hesitate to take further enforcement measures including suspension of NBS Televisions broadcast license.
it should be noted the commission had previously warned media houses against broadcasting content that promotes violence, ethnical prejudice, and immorality.
A similar directive has gone out to BBS TV, Simba FM, Radio Sapientia, Salt TV, NTV Uganda, Pearl FM, NTV, Kingdom TV, CSB FM, Capital FM, Bukedde TV, Best FM, and Akaboozi Radio
A number of radio stations have been affected because of breaching broadcasting standards, the most recent being Kanungu Broadcasting Services, where a radio presenter and a producer were suspended on orders of UCC.

In Kigezi
Residents in Kigezi region are protesting against President Yoweri Kaguta Museveni’s unfulfilled pledges of tarmacking roads in the region but they are still in poor state.
During the 2016 general election campaigns,President Museveni pledged to tarmac all roads in the region as a way of improving tourism sector in the area.
The roads in question including a 14 Kilometer Kisoro-Kabindito Mgahinga Gollira national park, Kisoro – Rubuguri road that connects to Buhoma in Kanungu through Bwindi Impenetrable National
park.
Others are Muko, Rushaga to Rubuguri road, Hamurwa, Rutenga, Kanungu road, Kanyantorogo, Butogota to Mpungu road, Butogota to Bwindi road and Kihihi to Kasese road.

Kanungu district Chairperson Can Josephine Kasya says that she has on several occasions been embarrassed by tourists who get stuck in the roads especially whenever it rains, and this has hindered their schedule.

The Minister of Tourism, Wildlife and Antiquities Prof Ephraim Kamuntu says that roads will be tarmacked in this financial year 2019/2010.
He adds that president Museveni chaired a meeting between the Ministry of Finance and Ministry of Tourism to consider these roads alongside other tourism infrastructure facilities.

The RDC Ntungamo district George Bakunda has expressed concern over the parents failure to development funds in the government aided schools
He noted that there is a need for the introduction of commitment agreements in these schools such that they can always remind parents of their responsibilities since they will be the ones who will have passed these resolutions
Bakunda made the remarks on Friday 26th April 2019 while addressing a delegation of political, civic leaders, head teachers from Ndagwe sub county Lwengo District and parents of Mujwa primary school in Butare parish Ruhaama county Ntungamo district.
He condemned the increasing cases of sending back home pupils to collect such funds yet the parents are the ones who agreed and passed resolutions when the children were not there.
Bakunda later launched architectural plan for the construction of classroom block and staff quarters.
The Ntungamo District inspector of schools Fred Bahati tasked schools and parents to follow the educational policies when the passing resolutions concerning development fund.
Mujwa Primary school is a Roman Catholic founded school started in 1957 and taken over by the government in 1975 and has been performing well since its inception.
Last year got 05 in division one, 26 second, 09 third and 02 fourth grade.

President Museveni has ordered for the establishment of civil construction units in the ministry of education and sports to build school classrooms and teachers staff houses cheaply than hiring expensive private contractors.
The president said that majority of private contractors use borrowed money and hired construction equipment which compels them to do less work.
He was speaking during centenary celebrations at Mbarara Junior primary school where he laid a foundation stone for the construction of a vocation skills training wing.
He commended religious institutions for starting up schools that have contributed greatly to development of education in the country.
Museveni later on laid a foundation stone for the construction of the Muslim hospital and also attended the inauguration of Sheikh Mukwaya Abdulla the new district Khadi Mbarara.
The inauguration ceremony was presided over by Mufti of Uganda Ramathan Mubaje who warned Muslims to stop fighting each other in mosques which is regarded a holy place.
He urged them to leave in harmony, love each another and respect government leaders if they are to be true Muslims in this country.

Barely a month after the kidnap of an American tourist and her driver by Congolese militia men in Queen Elizabeth national park, Congolese militiamen have once again struck and this time kidnapped two school going children from kanyantorogo sub county.
Those kidnapped have been identified as Ronald Niwagaba 18 years and Dan Tweheyo both primary seven pupils of Rukarara primary school and sons of Enoch Mirimo, a resident of Nyabirehe cell,Kihembe parish, Kanyantorogo sub county, Kanungu district.
The duo were part of a group of eight who had gone into their uncles garden in DRC to harvest matooke at a place called Ntarama cell, Buganza parish, Binza subcounty, Rushuro district.
The two were selected out by two suspected gunmen, one putting on an army uniform with a gun yet the second was in civilian attire armed with a panga.
The uncle of the kidnapped also owner of the plantation in DRC Gard Mirimo said that the kidnappers have since called and demanded for a ransom of 3000 us dollars before they release the victims. They called using a Ugandan MTN line on 0777403409.
Kanungu RDC hajji Shafiq Ssekandi Ssengooba said that security agencies are tracking the kidnappers and hopefully the victims will be rescued.
Elly Maate the Kigezi region police spokesperson said that police and other security agencies are working around the clock to ensure that victims are released and culprits brought to book. He said investigations into the matter continue and the incident has been registered on file ref number kihihi CRR 078/2019.
Kidnaps for ransom are common in Kanungu especially along the border with DRC in places like kyeshero, butogota, kyabuyorwa, kihembe, nyanga etc and families of kidnapped victims often negotiate with the kidnappers to reduce on the ransom before victims are set free.

A big mass of police has been deployed today Morning outside Busabala one love beach to ensure that no one enters there.
The Uganda Police Force IGP Martin Okoth Ochola yesterday sent a letter to Bobi wine and the show organizers noticing them that the concert had been blocked due to flouting police’s regulations they were supposed to follow.
This show marks the 124th Bobi wine’s blocked concert since 2017 October.

Thousands of Christians from Roman Catholic Church in Mbarara municipality have today joined the rest of the world to celebrate Good Friday to mark the crucifixion of Jesus Christ.
The Christians led by Rev. Father Deus Twesigyomwe the pastoral coordinator Mbarara Arch diocese walked over six kilometers as they made various prayers at different stations.
They started their journey from Nyamityobora Catholic spiritual center for Teenagers as they carried the main wooden cross as a way of commemorating the suffering and pain which Jesus Christ went through.
In a message Rev. Father Stephen Agume the Curate at Uganda Martyrs parish appealed to God for guidance so that Ugandans vote for the right leaders in the 2021 General elections who will promote peace in the country.

Rajiv, son to tycoon Sudhir Ruparelia, has gone a step further to realizing his dream of becoming a star motor-rally driver. By completing Africas Number One-ranked rally-driving apprenticeship and coming off with superlative comments, to the effect that he (Rajiv) was born for motorsport.
This website has learnt that Rajiv has over the last few weeks undergone rally-driving instruction in South Africa, under the mentorship of the countrys (even the whole of Africas) highest-rated rallying coach, Leone Botha.
The training took place at Bothas Rally Star Motorsport Academy at the Sun Carousel, Johannesburg (which is also rated as the Number One motorsport academy in the whole of Africa).
The most interesting bit is that Rajiv has come off the training with superlatives from Botha (a multiple former South African Rally Champion who has experience rallying and training prospective drivers across the world). Botha has gone as far as stating that Rajiv is the best raw talent he has ever had to train.
This is to certify that Mr. Rajiv Ruparelia has received specialized training at Rallystar Motorsport Academy, from me, reads Bothas report about Rajivs training.
In contrast with some students, where one is hesitant to issue an unconditional recommendation based on talent and application thereof, I have no hesitation in stating that Rajiv has been the best experience I have ever had, or should I say enjoyed, from an inexperienced driver.
Botha went on to recommend that Rajiv is now ready to participate in motor-rallying with a navigator because he was born for the sport.
Rajiv has already indicated his intention to participate in motorsport and has already acquired a monster machine for the purpose a Volkswagen Polo R a four-wheel ca that comes with a five-speed sequential gearbox.

The High Court in Masindi has blocked the commissioner of land
registration from cancelling a land title belonging to Kampala
businessman Francis Kahwa.

Following Kahwa’s petition to court justice Kintu Simon Ziritunsa on 10th of April 2019 issued a temporary injunction against the commissioner of land registration and his agents from implementing a decision to cancel Kahwa’s land title.

This is in respect to property comprised in LRV 3539 FOLIO 17 Bugahya block 1 plot 2 at Runga- Kakoma, Kigorobya, Hoima district.

Court also ordered the commissioner of land registration from not
interfering with Kahwa’s use of the land in suit until the
disposal of the Misc cause No. 13 of 2017 or until otherwise directed
by this honorable Court.

Kahwa was also awarded cost of the suit and was represented in court
by M/S KMA advocates.

Kahwa said that he had previous been disturbed by various locals supported by politicians in the area to invade his land.

The business man bought the land in 2008 which was by then measuring
approximately 806 hectares from Abatereine Burwe- Kakoma group limited and that it was free from squatters.

Trouble is not yet over at the under fire Dfcu bank as another top manager has resigned.
www.mknewslink.com has reliably learnt that Denis Kibuuka Musoke, the head of consumer banking has officially left the bank. Dfcu is lately in the storm which has seen it down size its employees.
The bank was also heavily criticized on how it lazily acquired Crane Bank from Bank of Uganda without doing much background checks as it was revealed during the Parliaments Committee on Commissions, Statutory Authorities and State Enterprises (COSASE).
Just last month, Dr. Winifred Tarinyeba Kiryabwire, who had been a director on the board of Dfcu bank resigned and left the board of the bank.
According to an internal memo, Dr. Winifred resigns due to commitments she is due to undertake in another entity. She had been a non-Executive Director since September 2013.
The Board of directors of Dfcu (the company) informs its shareholders and general public of the resignation of Dr. Winifred Tarinyeba Kiryabwire as a director in the company with effect from the 27th March 2019.
Dr. Winifred Tarinyeba Kiryabwire joined and has diligently served the since September 2013 as a non-Executive director. She resigns due to commitments she is due to undertake in another entity. The Board takes this opportunity to appreciate the commitment and invaluable contribution made by Dr. Winifred during her tenure and wishes her the very best in her future endeavors. The exodus of top officials from Dfcu Bank continued the same month as Agnes Tibayeyita Isharaza who is now head of legal services at the National Social Security Fund (NSSF) quit.
Ms Isharaza was days ago appointed to that position by the Minister of Finance Matia Kasaija who supervises NSSF.
Sources at Dfcu say Mr Musoke had resigned due to internal fights at the bank and for that reason; he quit to join Top Finance bank.
Dfcu bank posted its 2018 profits indicating a sharp fall from its 2017 results. The results indicate a decline in the deposits, the bank registered 0.4 per cent decline from Shs1.987 trillion registered in 2017 to Shs11.979 trillion in 2018.
Liquidity squeeze curtails lending; lending grows by a mere 4 per cent from Shs1.334 trillion to Shs1.393 trillion in 2018.
The bank also registered assets decline by 4.6 per cent from Shs3 trillion to Shs2.88 trillion and as a result, Dfcu in 2018 experienced a 21 per cent decline in income from Shs519.8 billion to Shs410.6 billion.
Mr Auditor General Mr. John Muwanga in his report on defunct banks faults Dfcu Bank for engaging in transactions that did not follow proper guidelines as it bought of Crane Bank Limited assets at Shs200 billion, paid in installments. Dfcu bank also bought the assets of Global Trust Bank without following guidelines as laid in the Financial Institutions Act, 2004.
The sourcing of Dfcu bank as a buyer of both banks happened over telephone, according to Ben Sekabira, a senior banking officer at BoU. Former director of bank supervision Justine Bagyenda was at the forefront of selling the two banks to their rival Dfcu bank.
At the time Dfcu Bank bought Global Trust Bank in 2014, William Kalema was both on the board of BoU and the board of Dfcu Bank.
