Security authorities in Kanungu District yesterday 07/02/2023 closed Great Lakes Regional University following the escalation of clashes between students and a group of directors allied with Bishop Hamlet Kabushenga.

The Kanungu Resident District Commissioner RDC Ambrose Mwesigye Amanyire told our journalist that security has closed the university temporality.

He says they took the decision owing to the hostility between the two warring factions.

Amanyire advises the students affected by the closure to remain calm and avoid getting involved in the ownership wrangles.

Martin Kafanta Atukwase, the Public Relations Officer of the faction allied to Honest Wilkins Natukwasa, says that the closure of the university is suffocating the students’ academic future.

Kabushenga insists that he is not shaken by any situation on the ground because he is fighting for his property. Kabushenga also says that validation must happen in order to eliminate some students he described as drunkards.

Kabushenga has been the University Founder since its establishment in 2004 until June last year when the university’s funders, Child to Family Community Development Organization (CHIFCOD), ordered him to resign over allegations of mismanagement of funds.

In September, Kabushenga tendered in his resignation, but a week later, he made a U-turn and declared that he is still the official founder and chancellor of the University.

Since Monday there has been deployment of anti-riot police at the University.

This is the second time Great Lakes Regional university Kanungu is closed. In November 2021, the National Council for Higher Education (UNCHE) closed the university when the two warring factions organized parallel graduation ceremonies. UNCHE reopened the university a month later as investigations were ongoing.

KIRUHUURA

One person on Saturday afternoon died in a fatal accident at Kaswa cell along Rushere-Kazo road in Kiruhura district.

Police identified the deceased as Freddie Twinomugisha 45 years.

The accident involved a Toyota Premio registration number UBM 485C and a Scania trailer registration number UAR828M.

According to ASP Samson kasasira the Rwizi police Spokesperson the driver of Toyota Premio registration number UBM 485C identified as Freddie Twinomugisha was driving at a terrific speed from Kiruhura heading to Kazo side after causing a fatal accident in Kiruhura town council where he knocked dead a pedestrian thus lost control over his vehicle and rammed into a moving trailer registration number UAR828M driven by Kato Hamidu 52 years a resident of Kitemu ,Nsangi,Wakiso district which was coming from the opposite

Kasasira said that police officers led by Kiruhura DPC SP Kitaka Sulait and ASP John Wako the Traffic Officer Kiruhura visited the scene.
The body of the deceased was conveyed to Kiruhura Health Centre IV for postmortem examination.

He added that the wreckage of both vehicles were towed to Kiruhura police station pending vehicle inspection.

RUKUNGIRI DISTRICT

The office of the Rukungiri resident district commissioner has impounded an assortment of drugs and equipment belonging to the government which were found in two private clinics in Buhunga subcounty Rukungiri district .

An operation led by the Rukungiri deputy Resident district Commissioner Wilberforce Ahimbisibwe Ongom recovered 17 types of medicine belonging to government in St Sabina health center 11 a private clinic in Omurusheshe trading centre and other government medical equipment in Julius Tukamusiima’s clinic found in omukaragara trading center all in Buhunga sub county .

Julius Tukamusiima is a health worker at Bugangari health center 4 .

Anitah Rwakyitonera, a nurse working with St Sabina health centre after being caught with government-labeled drugs, said they always get these drugs from the district health office Rukungiri.
Julius Tukamusiima took off after being notified that government drugs had been found in his clinic.

Ahimbisimbwe Ongo says that they are going to expand their operation to cover all private clinics in Rukungiri district noting that it has become a public concern as medicines are not found in government health centers yet they are supplied with the same.

The clinic owners have been ordered to record statements at Rukungiri central police station and the impounded government drugs were taken to police pending further investigations into how they ended up in private clinics.
The Rukungiri district health officer Dr Mucunguzi Akasiima when approached for a comment on the issue of government drugs being found in private clinics explained that government extends support to some non-profit clinics and they are supplied with packages like vaccines, and medication for expectant mothers among other medical supplies.

KISORO DISTRICT

The spokesperson of the Church of Uganda, Sadiq Adams has said that Muhabura diocese will have a new bishop before the end of February this year.

There has been public concern over the delaying process to have a Bishop elected to replace Right Reverend Cranmer Mugisha.

In a phone interview with our, Sadiq said that Cranmer Mugisha requested to retire due to health conditions but the names that were submitted to the house of bishops for selection were all lacking.

He asked the diocese of Muhabura Christians to be calm and patient as God has a final say. He noted that the Archbishop will choose a bishop soon and be ordained immediately before end of February. He however added that it is not necessary that a bishop must be from the diocese of Muhabura because God’s work has no boundari

Sadiq says that the Archbishop has already communicated to the nominations committee of the diocese of Muhabura about the procedure of nominating names for submission so that it does not repeat the errors made in the first nomination process.

He asked Christians to cooperate with Bishop Cranmer Mugisha in the meantime as the diocese waits for a new bishop.

According to the Kisoro district NGO Forum chairman, Steven Ruzaza, all the circus around the diocese and a new bishop is because of bad leadership in the diocese. He says that they have failed to learn from the past mistakes that have always resulted from chaos.

He said that the major cause of confusion in the diocese is selfish leaders who insist on having a Bishop of their interest.

KIBALE DISTRICT

Kibaale Police have finally arrested the 70 year old man who has been in hiding after he chopped off his wife’s right hand following a family misunderstanding last week in Bubango Sub County.

Wilson Bihakanirwa aged 70 cut his wife Mukagateete Bihakanirwa aged 40 several times thereafter chopped off the hand over a quarrel stemming from money that was sold from a plot of land alleged owned by the wife in Kijungu Village in Bubango Sub County, Kibaale District.

Mukagateete had just returned from her parent’s home after the husband had persuaded her.

Police acted on intelligence led information and nabbed Bihakanirwa from his hideout in Hapuuyo town council in Kyegegwa District.

The suspect is currently detained at Kibaale Police station pending court appearance and his wife is still nursing wounds at EMESCO Health Center IV following a referral from Kibaale Health Center IV.

IBANDA

Police in Ibanda is investigating circumstances under which unknown assailants beheaded a yet to be identified female adult before dumping her torso at Mile 58 along Ibanda-Kamwenge road.

According to ASP Samson kasasira the Rwizi region police spokesperson the decomposing body of the deceased was discovered by children who were collecting firewood on 20th,Jan,2023 at around 1900 hours in Rwebirago cell,Kashozi Parish, Ishongororo sub county, Ibanda district who later Informed authorities that alerted police.

Kasasira says polices’ homicide team,scene of crime officer and canine accessed the scene , documented it,and found out that the deceased was brutally murdered from somewhere and later dumped in the area a few days ago since the body was found in decomposing state ,beheaded with the head missing at the scene.

He adds that the body of the deceased was retrieved and taken to Ruhoko health centre IV mortuary pending postmortem as inquiries into the matter continue.

The Police spokesperson now calls on members of the public that might have a missing person to check with police to identify the deceased.

RUKIGA DISTRICT

Police in Rukiga district is holding eight suspects who allegedly broke into stores and stole construction materials including cement and iron bars worth millions of shillings,
The materials were e supposed to be used for a power transmission line from Ntungamo district through Rukiga to Karukara in Rubanda district.
The suspects have been identified as Moreen Nuwamanya, a supervisor resident of Mutambuka cell Kabale municipality, Beatrice Tushemerirwe resident of Muhanga township, in whose home the stolen cement was kept, Ramadan Nuwamanya, resident of Muhanga township the illegal buyer and Amanyire Apollo a teacher and resident of Muhanga township who is also an illegal buyer, plus 4 casual laborers.
Elly Maate the Kigezi Region police spokesperson told journalists that a Chinese company called CGTSCC, that is based in Uganda undertaking the construction of a transmission power line from Ntungamo to Karukara in Rubanda using pylons had also established a base and stocked some materials for the construction.

Maate said that on 5/1/2023 at around 08:00pm 146 bags of Hiima cement power plus,80 iron bars steel and tube TMT500 for casting the foundation were stolen from the site as alleged by Alex Nuwamanya a civil engineer of the company
Nuwamanya claims that this was realized on 6/1/2023 when the sub-contractor Kazibwe Ibrah found no materials in the store as he reported to resume work after the Christmas break.

That’s when a report was entered at Muhanga police station and investigations commenced.
Maate revealed that it was also realized that the workers who were left to guard the site had abandoned it and moved to unknow places and they were not picking their phones.
The operation was immediately mounted by the district team and that’s when 13 bags of cement were recovered and exhibited accordingly.
Maate says the operations will continue to ensure that all those involved are brought to book as a deterrent measure to others who intend to do the same by sabotaging government projects

Following VUST’s charter application in June 2022, a team from NCHE spent Thursday afternoon (12th January,2023) at the University giving technical advice regarding acquisition of charter.

The team was received by the Vice Chancellor, Dr. Enos Rwasheema, Ms. Gimaddu Esther the Academic Registrar, Prof. Emmanuel Karooro- Director Directorate of postgraduate studies, Dr. Nzarirwehi Jackson, Dr. Nuwatuhaire Benard, Dr. Byabashaija Deusdedit, Dr. Muramuzi Innocent and other members of Management.

The team commended VUST for having a conducive study environment, always implementing accredited academic programs, good infrastructure and the effort to submit a good application for charter. They highlighted areas of improvement as we prepare to have an inspection team to confirm contents in our application.

In his remarks, the Vice Chancellor thanked NCHE for always guiding Institutions for higher learning. He also assured the team that the University is going to start working on the areas suggested for improvement with immediate effect.

According to the Academic registrar Esther Gimaddu ,VUST is growing fast.

Currently it has close to 1200 students and it’s the only University in the region offering free Accommodation to Students.

It will be holding it’s 3rd Graduation Ceremony on the 28th of January, 2023.

The University is also admitting for the February intake and semester will start on 6th February 2023

Hundreds of vendors have today flocked Kabale Central Market in Kabale municipality as officials from Ministry of Local Government and Kabale Municipal Council kick off the distribution of stalls at Kabale central market amidst tight security.

The 23 billion shillings facility was constructed by Chong Chuing International Construction (CICO), a Chinese based company under the World Bank-funded Markets and Agricultural Trade Improvement program – MATIP III started in 2019.

According to Prosy Tuhirirwe, program assistant Community development in the Ministry of Local Government, who was in charge of distributing stalls, they have started with Vegetable dealers and the process has started well. Tuhirirwe said Vendors have been given an ultimatum of 90 days to start making use of stalls once they enter saying whoever shall not adhere to the given guidelines, the stall will be allocated to another trader who is ready and willing to do it.

Speaking to our reporter, Keishiki Enid Medius Vegetable dealer, Julius Turinawe, a fresh fruits dealer among others expressed excitement upon assuming stalls, hoping to start operating in a good environment. They said that they hope for the increase in sales of their business to earn a living and improve their household income.

Emmanuel Sentaro Byamugisha, the mayor Kabale Municipality commenting about tightening security, said that the market is incorporated with the Police post which has officially started working today to mann vendors property.

Byamugisha revealed that the market will accommodate 1022 vendors and that the exercise will end on Friday this week.

RUKUNGIRI

Rukungiri District Council has today Friday 6th January 2023 rejected a motion presented by Works and Productions Committee to procure a vehichle for the District chairperson.

The motion was presented by the District Executive Committee chairperson and LC5 Vice chairperson Santurina Nahwera during a council sitting held at the District Council hall.

The Chairperson has been using a vehicle that was recieved by the district in the 2011/2016 term it has accumulated a repair bill of over 30 million since it was handed over to the current chairperson Kyomukama Geoffrey

Santurina Nahwera revealed the chairperson’s Vehicle has brokedn down on several occasions which has hindered service delivery and appealed to the council to mobilize funds to procure ta new vehicle.
The District Councilor representing Buyanja Sub County Mugisha Albert Rwamugaata emphasized that the District has no capacity to purchase such a costly vehicle at the expense of tax payers and suggested lobbying from the Central government.
The District Councilor representing Kebisoni Town Council David Kwebangira said that providing transport means is the role of central government and not the District.
The LCV chairperson Kyomukama Geoffrey said that lack of transport means lowers his performance.
The Rukungiri Chief Administrative Officer Hajj Masokoyi Wasswa revealed they will sustain the current vehicle until they receive a replacement.
