President Yoweri Museveni has expressed concern over embezzlement of Parish development model funds (PDM) by it’s implementers citing parish chiefs and subcounty chiefs, Town clerks, CDO’s among others.
Museveni expressed this concern on Friday 19thAugust 2025 while speaking as chief guest at this year’s international youth day celebration’ held at Masindi municipality golf course.
Museveni noted that in a bid to fight poverty and in unemployment, government introduced PDM program and sends 100 million shillings to every parish across the country every year that he says in enough to transform house hold if we’ll utilized.
He however says the people who are supposed to implement the program instead turn up to embezzle the funds and tasked Ugandans to own up the program by demanding for accountability from the implementers so that they can benefit from it.
“Ask for accountability from the implementers or even arrest those who embezzle the funds because you have that right as citizens and beneficiaries, government has played it’s role by sending to you the funds it’s upon you to ensure that it is well utilized by asking for accountability from implementers Museveni stated”.
He adds that PDM program has potential to solve problems of poverty and unemployment if well utilized.
In the same event, Betty Amongi minister for labour social and economic development revealed that government has put in place several interventions in skilling the youth in the country citing the national ICT infrastructure program among others.
Jacob Eyeru chairperson national youth council applauded Museveni for different interventions that he says has greatly impacted the lives of the youth in the country, he however appealed for increasing the budget allocation for the youth councils in the country to enable them effectively perform their duties .
Dr Florence Asiime Woman Mp Masindi district commended the president for granting Bunyoro a public university and constructing roads in the region.
Assiimwe however requested Museveni to ensure Masindi town gets a modern Market to enable vendors work in concussive environment.
