MASINDI DISTRICT COUNCILORS DISAGREE OVER RDC’S STAY IN DISTRICT

Masindi district councilors yesterday disagreed on whether Masindi district RDC Godfrey Nyakahuma should stay in Masindi or not.
The disagreement came about after the leader of government business Kassim kabagonza told council that the poor working relationship was discussed during the District executive Committee meeting which sat on the 14th December 2018 adding that it was realized that service delivery had been compromised as aresult of the RDCs failure to monitor programs like health, education among others.
Kassim also told council that the RDC has failed to draw attention of the auditor general for the need of special investigation in the misappropriation of 200 million meant for gratuity and pension.
Kassim also told council that the office of the LCV chairperson received a copy of the petition from the women leaders regarding the misconduct of Godfrey Nyakahuma the RDC Masindi.
On the 28th November 2018 Godfrey Nyakahuma blocked Winnie Kiiza the former Leader of Opposition from addressing the women leaders who had turned up for the leadership advocacy talks at the education hall claiming that it was political and this forced the women leaders to petition the office of the presidency demanding for his transfer. Their petition was received last week
Yesterday in a district council meeting, councilors who were in support of the RDCs stay clashed with those who were objecting it. This came after AfisaKarungi the female councilor representing Central division insisted that council should recommend RDCs removal from Masindi because of his alleged misconduct.
The chairperson LCV Masindi Cosmas Byaruhanga noted that this matter reaching council has not started today adding that when he declared that education should be a priority in the district and the parents were to contribute some funds the RDC objected it.
Byaruhanga also explained that the RDC also reached an extent of banning him from appearing on the local Radio stations, running announcement and news regarding sugar cane in Masindi. Byaruhanga also said that for him as a chairman he goes to the RDCs office but for him he doesnt step there noting that they just meet during meetings.
He therefore requested councilors to support the recommendation of his removal from Masindi. But most of the councilors remained silent while AfisaKarungi the secretary for Community services and the secretary for finance SalaamaKugonza concurred with the district chairperson.
Wad the chairman saying that the RDCs who have been transferred from other districts were not transferred on councils resolution adding that it is the appointing authority which does it.
Julian Ayesiga Sarah the female councilor representing Miirya sub county advised councilors not to only push the RDC to the wall but to also look into chairmans side.
Moses Kirya the district council speaker said councilors did not follow the normal procedure in this matter adding that all the issues which were raised were captured and are going to be presented to the RDC.
Kirya added that in case the RDC fails to consider the issues raised bycouncil they will seethe way forward.Council also resolved that the RDc should appear in the next council.
