MAYOR, RESIDENTS TO INVADE KANUNGU CAO, LC5 CHAIRMAN OVER INTERDICTED TOWN CLERK
have petitioned their Kanungu district Chairperson Canon Josephine
Kasya seeking to know how the interdicted town clerk was reinstated
and posted to their town council.
Last year, David Muhwezi, Butogota town clerk was interdicted for
misusing 400 Million Shillings grant from central government that was
meant to tarmac seal a 1Kilometre Kibiriti road but instead he worked
only on 0.27Kilometre.
Muhwezi resumed office on Thursday 25 May 2017 last week but these
angry residents say they can’t work with a fraudulent person. The
issue that raised concern on how he ressumed office.
In a letter dated 25th May 2017 the resident question the criteria the
town clerk was posted back to the town council without informing them
on whether the money was recovered to complete the project.
Bahati Herbert Kibita, the new chairperson Butogota town council said
that his town council received 400M under the leadership of James
Kanyomozi before it was split into two leaving Kanyomozi in Kayonza
sub county.
“this money we received we don’t know whether it was not enough or it
was misused, we haven’t received any report from the investigations of
interdiction but he is back to office how” he said.
He says “the town clerk used the chance to do his own things knowing
that the new leadership will not follow up since they did not know the
genesis of the money”.
Bahati as a political leader working complementary with the town clerk
says he was not informed about the return of Mr. Muhwezi. When his
people asked him for explanations, he had nothing to tell them.
Himself (Bahati) wants the chairperson LC5 to brief them whether
Muhwezi cleared everything before his reinstated.
One of the residents who sought to remain anonymous said they want to
know if the town clerk cleared everything.
They have threatened to invade his office once the chairperson and the
Chief administrator do not respond to their concern.
Benjamin Owoyesigire, the youth representative to the council says
they have decided to involve residents because it’s the tax payer’s
money that is being misused.
Chairman Bahati also narrates about the miss used Taxes from people
trading in Charcoal and Timbers adding that the technical staff though
collect them to the fullest, only few are reported in records.

Muhwezi went an answered when he learnt that he was going to be
interviewed. At first he said he was getting medical treatment at the clinic
asking for a call back within an hour but he did not answer again.
The Chairperson LC5 Kanungu district confirmed receiving the letter
and promised to follow up the issue.
