In Kabale—
A section of residents in Kabale municipality are blaming the Kabale municipal council Authorities for failure to repair solar powered streetlights which are not functioning, which they say have failed to serve its intended purpose of security, sanitation and beautifying the town.
The street lights were supplied by Kibooko group of Campanies and installed by Reynold construction company-RCC in February 2016 under the contract of Uganda National Roads Authority UNRA, and were given a guarantee period of two years working effectively but repairs started appearing after 11 months and up to now, most of them are not functioning.
According to a survey carried out by www.mknewslink.com it was found out that, about 25 Security lights are not functioning out of 41 that were installed from roundabout to Rwakaaraba, where majority of those not functioning are between the roundabout in central division to the Gapco fuel station.
Alex Akatwijuka and Martin Abenabo all residents say that it is quite unfortunate to find that the intended role of the lights is not being played and people have started freely urinating in the trenches and municipal authorities have kept quiet about the blackout.
Wilkins Arinaitwe, another resident in Central ward in Kabale municipality blames municipal Council for failing to make repairs on streetlights which has lead to darkness, adding that they should deploy someone to repair them otherwise theft and murder cases are likely to increase.
The Kabale municipality mayor Emmanuel Sentaro Byamugisha says that UNRA authorities are still solely responsible on the streetlights and they are tasking them to repair them before handover. He adds that after handover, the Municipal council shall deploy a technician who will be responsible for maintaining them.
Our efforts to get a comment from Uganda National Roads Authority officials were futile as they couldnt answer phones.
